funny by following both systems .. admittedly Sweden less often ( 3 months a year but now year round with the local's help ) i see some of positives and negatives of both. As much as people malign the Swedish sentencing and prison system. I don't think California is a good example.

Back in Belfast when I worked in a bar, some idiots used to sit drinking at the bar working out ways to get in compemsation claims against the government.
Ever notice that a lot of people who deserve compensation don't get any.
Sweden has a long way to go before it gets as bad as USA, UK or Ireland, although is starting to get as bad.
Accountability is the keyword here.
I'll start the ball rolling and will gladly volunteer to thrash some sense into these idiots.

Kammarkollegiet is not a part of the justice system, it is an authority that acts as insurance company for government employees, and apparently also prisoners...
