'Hire non-Swedes for sensitive posts': Säpo

Swedish security service Säpo wants to make it easier for foreign nationals to fill sensitive positions within the Swedish state as part of a “necessary modernization”.

The government is set to review the laws governing Säpo’s role in determining who can be hired for government positions requiring a security clearance, the Sydsvenskan newspaper reports.

Currently, the law gives Säpo the power to stop foreign nationals and others deemed to be inappropriate for sensitive positions.

But as the Swedish labour market becomes woven ever more tightly within the larger EU labour market, Säpo believes its policies of automatically shutting foreign citizens from sensitive jobs with the Swedish state are outdated.

“This type of modernization is necessary. We do after all have free movement in Europe,” Säpo director general Anders Danielsson told the newspaper.

Previously, a cabinet decision was required before hiring a non-Swede for positions requiring a security clearance.

Säpo hopes the change will allow it to hire competent foreign staff.

Danielsson also believes that the agency will have to perform checks on an increasing number of people employed at private companies contracted to carry out vital functions within society, such as operating nuclear power plants.

Currently, Säpo isn’t allowed to investigate the backgrounds of people employed at privately owned nuclear plants.

“There’s pressure from public opinion here. People think that Säpo should be checking on the people who run our nuclear reactors,” he told Sydsvenskan.

Danielsson also wants Sweden’s state agencies to adapt to NATO standards and bolster protections of digital information.

He also added that it’s becoming more difficult for Säpo to define what exactly constitutes “national security” and to protect “Swedish interests” in a globalized age.

In Danielsson’s eyes, an electronic attack is currently the biggest threat facing Sweden, as such an attack could not only compromise the country internally, but also make Sweden more vulnerable to military and other external threats.

I think this is the real story. In order to sell it to the people they are saying something positive about foreigners and employing them at SAPO.

5 years after it is implemented it will be interesting to see exactly how many foreigners work at SAPO and how much larger SAPOs power on monitoring foreign workers.

Ridiculous that Säpo is not allowed to do this now, considering the explosive capabilities of some materials at nuclear plants.

Interesting to know just how many foreigners work at the nuclear plants to begin with.

I have a feeling of those that do most are specialists that have received background checks from other agencies.

For all we know it could be completely a non issue (because of the lack of foreign workers at nuke plants) ....being made an issue to illustrate the worst case example of workers in sensitive areas in order to increase SAPO's argument.

I know if I were a bureaucrat in SAPO I would want to increase its scope and resources because it increases my position and power. I would probably have some staff generate some white papers on the challenges SAPO is facing.

I would also want an evaluation of the political climate and the best way to sell the challenges SAPO is facing to politicians and the media.

This story is positive spin for SAPO because the way the headline begins.....Hire Non-Swedes in Sensitive Posts (as long as the body public buys that)...If the headline were SAPO seeking more power to investigate foreigners this could be taking as a very negative article for some and very positive to others.

Its fair to say that Anders Danielsson is an expert in spinning information the way he wants to..he is a professional in the business.

However, we don't really know what is behind this all. Most public policy anywhere but particularly in Sweden is served on a silver platter with linen service....but what rests under the lid really only is known to the machinations of Danielsson and his insiders.

Clearly though its a play for increased power by SAPO.

I don't have much experience with SAPO but with the local police force their power is quite limited. Police here are given a mandate to enforce and protect laws designed around Swedish citizens.....add immigrants from all over the world who have highly varying views on behavior in polite society, morality, and outright criminal behavior and without modification of policing laws...the police end up becoming emasculated for fighting real crime and instead dress up in camouflage like hunters issuing speeding tickets to the middle class....thereby..in effect becoming a relatively useless and scorned institution by and to the people they are really meant to protect in the first place.

Maybe Mr. Danielsson does not want to see the same thing happen to his organization........

Hopefully they will build up capacity in stages, so as to get it right as they build capacity.

They should expand the workforce to at least encompass all of Scandinavia as a first step.

Next step as they learn from mistakes and gather resources is to expand to North Western Europe.

Then maybe consider the rest of Europe, once they have the resources to cover people from the entire EU, Norway, Switzerland and Iceland.

However, the big question is really if it is truly about power alone or just an attempt to gain more power to legitimize Danielssons Kim Jong-il style haircut? :-)

You're too much of a coward to say that people should be excluded based on their race so you cunningly substituted the word "culture" instead. I'm sure that would fool a lot of people in your circle of dimwitted rednecks, but to regular people it's transparent racism.

This becomes even more apparent apparent when you realize that you can't actually categorize people according to their "culture", since it's such a huge variable. You can however categorize them according to criminal histories, connections to terrorist organizations, past activities, travel histories, written works and dozens of other variables that are a billion times more clear cut and useful than "culture", which is actually a euphemism for RACE among semi-literate racist riffraff.

The fact that you are born in an english speaking country doesn't necessarily mean that you automatically speak or understand good english.

Danielsson will utilize SAPO as a institution to spy on Swedish and "Foreign" jean desingers..slowly picking them off 1 by one.

In each pair of Noko jeans is a mind control device hidden in the crotch...that will cause all Swedes to think as one...as a borg..and be under the control of North Korean like influences from their government.

Have you seen or know of the existance of any non svenssons "sergeants/ corporals" etc... in the Swedish police never mind being head of?

I was in the sauna the other day (a proper think tank)..

and the subject came up on just 'normal/regular' police recruitment.

Maybe its important to be Swedish, BUT apparently there is a 'police recruitment definition' of Swedishness???

What do you people see on your streets, at the police station and in patrol cars where you live??

Enough allready ! what does culture have to do with racism ?

Case in point: the Stasi police of East Germany before the wall,

I reccomend finding and reading their manual titled : " distroying the soul ",

and guess what, when the wall came down, all these

would not stoop in that head space for long, life is too short,
