...and don't expect them to stop for passengers!..lol.
Focus on another important things for teens than to make them busdriver or taxi.
Is there a shortage of busdrivers ?
I'm a busdriver in ultra-congested Holland now (Arriva) for over 23 years and would love to do just that in Sweden (only need to learn Swedish though..).

When can I start...?
If the company insists with this policy, I suggest that it should be fair to commuters by notifying them the age of the driver. Buses should show lebels which could read DRIVER: TEENAGE; OR DRIVER: ADULT. I for one will wait for the bus that is driven by adults. The same with taxis. The problem with this kind of lebel is blind persons will not be able to read it.
