Shock greets revelations of bound disabled man

The National Board of Health and Welfare (Socialstyrelsen) has expressed shock over reports of a man diagnosed with autism and Down's Syndrome who had been bound by the arms for a large part of his 25 years in care.

"I have never heard of anything like it. Our investigators and inspectors are very experienced, but all have been deeply shocked. This treatment is illegal," said Christer Neleryd at the board on Thursday.

The suspected maltreatment of the man, who lives in sheltered housing accommodation (Assisted Living Facility - ALF) in Malmö, was uncovered when inspectors called by unannounced, after staff had sounded the alarm.

The man has been diagnosed with Down's Syndrome, displays autistic traits, is blind, and is unable to speak.

As he was considered to be at risk of self-harm, the supervising physician instructed that his hands be bound behind his back by tying his jumper at the elbows with a sock.

The doctor had no right to prescribe the measure, the welfare board has concluded.

"Coercive measures may be taken in an emergency and for short periods. This situation is not close to meeting the criteria," said Christer Neleryd.

The welfare board furthermore argued that the fact that the man had become agitated on occasion, including hitting and cutting himself in the face, could not be considered to have presented a danger to his health and well-being.

The board has found that the measures used to keep the man bound were applied routinely and thus do not constitute an emergency situation.

The district of Hyllie has been instructed to ensure that immediate measures are taken to ensure that the practice ceases without delay, with a report submitted by November.

"We will then have a look at what they have done, and see if we are satisfied. If we are not then it could impose an injunction, including a fine if necessary," said Christer Neleryd.

One in a long list of many other autistic and asperger kids who have been incarcerated for 20 to 30 years in Sweden. Some still inside.

Well considering the medical knowledge of "nurses" in Sweden, is this really surprising? When glorified candy stripers are carrying out the orders of the doctors, who expects them to question the expert? Granted 25 years of falling through the cracks is a bit excessive, even for Sweden though.

Probably everybody acted according to the book. And no-one "har tagit ansvar".

Because 'responsibility' (ansvar) is a loaded word in Sweden (Swedish).

The only real 'shock' here is that those idiots at Social Styrelsen are shocked!

This is typically Swedish. Look back at their history.......guardians of freedom and social concern!!???? No chance: think eugenics (around 40 years of state sponsored, secretive Nazi-style policies); Sweden is only too happy to incarcerate, disenfranchise and hide its mentally ill from public view.

But, Hell, every now and then the news of its abuses seem to sneak out!

Interesting to note that (as expected in the utopian smoke & mirrors puff of Sweedleland) there is no naming of the physician involved, let alone any suggestion that he/she might be subjected to scrutiny or punitive action. Doubt it's possible to strike-off a Sweedle quack - whatever the sin might be.

I seem to remember a scandal kicking off about 15 years ago when Swedes learned several women were still incarcarated in mental hospitals 40 or 50 years after becoming pregnant as unmarried teenagers. The poor old things were still kept locked up on the basis they were so institutionlized, it was kinder to let them die as they had lived, rather than inflict on them the trauma of the outside world.

Does anybody else remember this, or was it an awful nightmare?

You are right.....this did indeed occur. The good old Folkhem at work and play. From the 1930s this was a policy exercised by terrifyingly minor-grade state employees, and condoned by successive Sweedle administrations.

When Sweedles criticise the Germans for their eugenic behaviour during the war years, it arises not from a cultural abhorrence or disgust but from concerns about their (Germany) inability to keep the lid on their reprehensible behaviour. The Sweedles managed to keep it all under wraps, secretively screened from international scrutiny, until the mid 1970s! Extraordinary!

Always bear in mind the fact that Sweedleland loves to bask in the old war-time glow of its central platform of 'neutrality' - a State policy that might be more accurately described as treachery. Just ask some of its near neighbours, Norway, Finland, for example.
