Labour market divides Swedish budget debate

Sweden's finance minister Anders Borg emphasised falling unemployment figures in the budget debate in the Riksdag on Wednesday, while the Social Democrats argued that Sweden was suffering from "mass unemployment".

The debate on the spring budget bill gave Anders Borg and new Social Democrat economic policy spokesperson Tommy Waidelich the first chance to trade parliamentary blows.

Borg opened the debate by underlining Sweden's strong state finances and buoyant economy, laying out a swathe of tax cuts and initiatives to meet the Alliance coalition's election promises in full, barely a year into the parliamentary term.

Borg explained that government policy aimed to secure jobs and welfare with the goal of full employment.

"We should have the strength to face the next recession, even if it gets brutal. And we can only do so with sound public finances. It is now time to build up the stocks," he said.

Borg cited recent figures indicated that "open unemployment" had declined, making use of the definition applied by former Social Democrat prime minister Göran Persson.

"Open unemployment will come in at just over 3 percent, the levels Sweden reached during a booming 1980s economy," he said.

Tommy Waidelich agreed with Anders Borg that things are going well for Sweden, pointing out that everyone has reason to rejoice that the economy is doing well, growth is strong and that households can consume.

At the same time he reminded the government that this would not have been possible without the budget clean up carried out by the Social Democrats.

"Things are going well for Sweden, but it is not going well for everyone and all is not well. Our welfare system is showing large cracks."

"The most urgent matter is that there is mass unemployment, while employers want to hire. Seven out of ten companies have found it difficult to recruit," he said.

Waidelich argued that the Riksbank was forced to raise interest rates prematurely due to the government's cutbacks on training and in the labour market.

"This is an area where I see no action from the government in the spring budget bill. It moots further tax cuts, but there are no measures against labour mismatching."

"There is a risk that it harms growth in the form of higher interest rates," he said.

Anders Borg meanwhile welcomed Tommy Waidelich as the new Social Democrat spokesperson on economic policy issues and said that he looked forward to agreements with the Social Democrats whenever possible.

With the pleasantries over, Borg attacked Waidelich for wanting to raise taxes for all workers, while raising benefits for the sick and the unemployed.

Green Party spokesperson Mikaela Valtersson meanwhile accused the government of having run out of policy ideas.

She stressed that there is another reality in Sweden where single parents find it difficult to make ends meet, and seriously ill people are forced to live on the bare minimum.

"It is unworthy of a welfare state like Sweden, but it is also wasteful and inefficient," Valtersson said.

"After five years the government has realised that sickness benefits are for the sick. Soon perhaps they will realise that unemployment benefit is for the unemployed," she said, referring to the government's announcement on Tuesday that it is to review the sickness insurance scheme.

Johnny Skalin of the Sweden Democrats used the debate to invite the Social Democrats into a cooperation.

Skalin argued that his party believes that there is significant scope for cooperation in several areas, such as the sale of state companies, which was recently blocked in parliament.

He continued to cite improved unemployment insurance and health insurance, and a return to railway regulation, as further areas where the two parties think alike.

The social dems actually WANT high unemployment, and their chatter of "mass unemployment", they think, strenghtens their socialist cause. Socialism can only succeed in an environment of economic chaos, and mayhem. Every introduction of socialism(communism) in history has used the ruse of "mass unemployment" to ram totalitarian proletarianism down the throats of a hapless populace. Hence anarchism is nothing but a tool of the likes of Juholt, SSU and other power hungry communist dreck who try to stick their sick philosophy of dictatorial egalitarianism up our behinds. Waidelich is a good example of this. Don't listen to him. He's a marxist of the old school with an ulterior agenda. Vote him out of office next time around!

While this may not be relevant to this particular article, it is important to remember that there is a tremendous difference between a politician and a statesman. A politician basically is one who can only plan for the short-term. A statesman (or stateswoman) is one who searches for solutions that are good, not only for the short-term, but more importantly for the long-term. What you have in Sweden, and indeed in the rest of the world, are politicians. They are mostly concerned with getting elected and re-elected. The idea of cutting taxes is a good example of a failed policy. "Less is more" is a lie. It failed miserably in the USA, and it will ultimately fail miserably in Sweden. Oh, it seems to work fine for a while, but eventually it will fail.

@2394040 agreed..cutting taxes has proven badly here in sweden..

Anyone who does not recognise that Sweden has a massive unemployment problem has something wrong with there head.

The unempolyment in Sweden may officially be below 10% but anyone on the ground will notice it is a lot higher than the official figures.

There are 100,000 Swedes in the UK for a reason. They have not got a hope in hell of getting a job in Sweden.

As people retire they are not being replaced by younger workers. The companies are not hiring.
18:19 April 13, 2011 by ruimove
Why companies don't hire?because costs of hiring are still huge for small and medium companies(thanks to the S legacy), that's why swedish startups move abroad (mainly UK) when they need to expand.

Now we start to see tax breaks that will allow companies to grow and hire more people.

The gamla Sweden of big industry and mines it's over ( both the Left and the Nationalists still dream of), we need to invest in small and medium business and this government step by step it's doing the right thing.

@239-4040: By the way, is that (212) or (718)? My profiling of you based on your commentary tells me you're a (718) kind of a guy. Probably from along the A-line somewhere towards Lefferts Boulevard. You seem to be one of those who wish to re-distribute income in an obamesque way, i.e. steal money from those who work and contribute, and give to those who don't, or are on the dole. I agree with you on your analysis of politician vs. statesman, but disagree with you that in the US less taxes has "failed miserably". It, in fact, succeeded both under Reagan, Clinton and Bush2. We can not continue to develop a whole class of sheep who only knows how to "depend on the State" for their sustainance. Obama's tax-and-spend philosophy is about to come crashing down(thankfully), and in Sweden we finally have a government who appears to be willing to look beyond the nanny state. In short, socialism is dead!

Hate to point this out when you are in mid-delusion but the US is one of the most indebted of developed countries. China has greater dollar reserves than the Fed and one of the world's fastest growth rates. That's communism in action. I'm not saying either works in terms of a peaceful, happy and prosperous society but for goodness dig your brain out of which ever whole you've dropped it in and see the big picture. Delusion may seem to be comfortable but ultimately it just looks and sounds silly.

With regards to your comments about china and communism at work it has nothing even remotely to do with that........it is capitalism at work!

"If today we still do not set about the task of improving the socialist system, people will ask why it cannot solve problems which its capitalist counterpart can."

-- August 1980 party speech. Deng Xiao Ping

An acknowlegement that capitalism works.

You are quite right Nemesis Sweden does have a very high unemployment problem. What is so frustrating is that right wing believers can't or refuse to see it. Borg is cheating the system, Sweden has thousands of unemployed people working for nothing. This issue has been discussed before on The Local, a more realistic figure for unemployment is about 20%. For every one of these unpaid workers, one is taken off the unemployment list, stop lying Borg.

The question of company's not hiring is not true, they are hiring, but they are taking on unemployed people and get paid £25 a day for taking them on. They are on a win win situation, don't have to pay workers wages and get paid for using them.

As for you Syftfel, you rant and rave about socialism, communism and marxist, what is your problem. Maybe we should go on about the selfish, right wing, capitalist fascists, but where does name calling get you.

Sweden until the early 90's was the role model of the world, high exports, low unemployment and very low inflation. It had one of the best health systems in the world, it cared for its elderly and had a very happy population.

What has happened to Sweden is that the right wing has promised better things and lied. They have got into power and are following the footsteps of Thatcher, we all know what happened there. Cut taxes to make themselves look good. But the real truth was cut health spending, cut education spending, cut, cut, cut, and so on, this in turn creates unemployment. Selling off utility's to the rich at very low prices. All this money went into tax breaks for the rich, none it reached the tax payer. Selling off council houses, with many people getting into extreme debt, and then get their homes repossessed by banks who in turn sell at a profit.

What Sweden has now is Thatcher in Blair's clothing (a witch with a big smile). If this is allowed to continue school kids will be learning how good Sweden had it in the past for history lessons, they will also be told how it was to have a job and get paid for it.

What Sweden needs to do is encourage foreign companies to invest in Sweden, give them reduced rates. It needs to use its vast amount of unused land into producing something e.g. increase farming, grow more trees or growing vegetation that can be turned into fuel. You cannot reduce unemployment by using the same old machine, it will wear out one day. If Sweden does not invest in business or invest in people, it will stagnate. We will then see then same old story, politicians running into hiding and blaming the workers for their failures.

Yes, the US of A.

There, real unemployment is 20%, and they are still in their Depression, courtesy of reagan's trickle-down voodoo economics and bush deficits. The Republicans wish to cut:Medicare, Social Security, unions, education, and to kill the already dying Middle Class to prepare for a serf/Landed Gentry modern-day feudal system.

The Democrats are allowing them to do so.

Cracks in the Swedish system?

Try a chasm. as in Grand Canyon chasm, in the good old US of A, where there is Socialism for the rich and democracy for the poor, and a permanent underclass to fight the good old US of A's ever on-going wars. Where is their Middle Class? Why, they are In the chasm that formed the Grand Canyon, hanging on for their lives.

Give thanks to Odin that you live in Sweden.

One of the PRINCIPLE concepts in Islamic "philosophy" (Hahahahaha!) is "HIJRA", whereby impoverished Muslims are made to be in such a MISERABLE state that they are encouraged to LEAVE the "Dar al-Islam" (Land of those who have submitted & are RULED by Islamic Shari'a) & MOVE to the "Dar al-Harb" (the "Land of War" or, the Free World)!

So, ALL Muslims regard it their DUTY to invade non-Muslim lands & CONQUER them by sheer NUMBERS!

That's why there's NO sense of charity or charitable organizations to be found in the "Ummah"!

Muslims ALSO do this "SOFT JIHAD" by taking money from the West's generous WELFARE systems, which they regard as THEIRS BY RIGHT, as this money is seen as "JIZYAH", or a tax OWED to Muslims by non-Muslims, since Muslims are by their culture RACIST & see themselves as SUPERIOR to us, therefore somehow DESERVING of our largesse!

Exile ALL Muslims from the West & there'll be an INCREASE in monies for the LOCAL population as well as a SLIGHT increase in available jobs, 'coz Muslims as a WHOLE don't CONTRIBUTE to the economic production of ANY host country they OCCUPY, but ONLY DRAIN IT & WEAKEN IT prior to their planned TAKEOVER of it.

This has been going on since the 7th C.!

See: A. Ben Shemesh, 'Taxation in Islam - Volume II', Qudama b. Ja'far's Kitab Al-Kharaj. Leiden, E.J. Brill, 1965.

'Count ye the slaking of a pilgrim's thirst ... as (equal to the worth of) him who believeth in Allah and the Last Day, and striveth in the way of Allah? HELPING THE POOR is not as important as believing in Islam and fighting in holy wars.'- K. 9:19

A Hadith 1.25 - Narrated Abu Huraira: "Allah's Apostle was asked, 'What is the best deed?' He replied, 'To believe in Allah and His Apostle (Muhammad)'. The questioner then asked, "What is the next (in goodness)? He replied, 'To participate in Jihad (religious fighting) in Allah's Cause.'"
