Tax agency: DNA-test no proof of paternity

The Swedish Tax Agency (Skatteverket) does not want to recognise a DNA-test as confirmation of the paternity of a Sierra Leone man currently living with his son in Sundsvall.

It was in 2006 that the man sent for his son, who had been living with a relative up until then.
In order for the boy to be able to travel the relative helped him acquire a new birth certificate, as his original documents had been lost during a fire during the country's bitter civil war.
However, the birth date in the passport issued was incorrect and after the son had arrived in Sweden, he contacted the Sierra Leone authorities and a new passport was issued.
The new passport was subsequently shown to the local office of the Swedish Migration Board in Sundsvall, along with test results from a DNA test carried out by the National Board of Forensic Medicine (Rättsmedicinalsverket - RMV) indicating that man is the father.
Both the Administrative Court (Förvaltningsrätten) and the Supreme Administrative Court (Kammarrätten) have ruled that the test is sufficient to establish paternity but the Tax Agency remains unsatisfied and has appealed the decision once again.
According to Tegenfeldt the father would need to have his paternity established in a Swedish court.
“What he needs to do if he wants the boy registered as his son is to go to the Social Services committee (Socialnämnden) and have his legal paternity confirmed, then we could register the boy as his son,” Tegenfeldt told The Local.

In Sweden there IS a system...
Well, that's what he should do.
Doesn't sound like racism to me, just sounds like typical bureaucracy.
The typical racist Sweden doesn't exist. I live here and I can confirm that racism exists in Sweden less than any other country including EU, US, Iran, etc.
This is just due to absence of common sense in case of lacking of law!
Oh, how good and benevolent the northern western alliance has proven in raping the resource rich world. How good it has been at ruining societies that were developed and since have become developing with the good benevolent white footfall. How much crap the sheeple believe about how things were, how things are and what is really going on.
If a next ice age comes within a few generations; will the brown skins of the world treat you to 200 years of industrial revolution and feudalism. How quickly the socially engineered poorly educated white northern sheeple forget how they turned into flag waving, fat infirm consumers, ready to believe anything and kill or crucify anyone they are told are baaaad! And no, Oh great wise white ones, not all brown skins are good. For there are wealthy and powerful brown skins that consort with your high and mighty and none give a crud for you; white, brown, yellow or red.
Local; beware the tangled web of lies you weave on behalf of your Frankenstein infirm social engineers.
Did someone actually say during this whole process, "actually, you need to go to Socialnämnden." or did everyone sort of just went with the flow, with court cases and dna tests just to find out that he is making his application in the wrong place?
This is not racism, this case in question is pure administrative bureaucracy! Sweden is not a racist country compared to the rest of the world. There are bad people in every nation and good people as well.
On a different note, my son as part of a university project had his genome tested. Turns out my wife, who can trace her family roots back 400 years in Sweden, carries a wide variety of genes from all over Europe without a concentration of genes from any particular area. I, on the other hand, can trace my family back through Germany/Poland. My genetic markers are concentrated in Northern Spain/Southern France and I have more genetic markers from Scandinavia than she does.
Genetic testing is going to change the way we view heritage. It's new world out there.
