US ran 'secret terror hunt' in Sweden: report

US intelligence agents have staked out suspected "terrorists" in Sweden, without the authorisation of the government there, the online edition of a Swedish daily reported Sunday.

Sweden's intelligence service Säpo discovered in 2009 that two Americans were conducting illegal, under-cover investigations in Sweden, the Svenska Dagbladet (SvD) daily reported.

The two men were discovered when Säpo noticed them tracking people who it was also investigating for suspected ties to terrorist groups, the paper said, quoting several unnamed sources close to Säpo.

Washington had not informed Swedish authorities of the agents' activities in the country, and soon after their activities were discovered, the two US citizens left the country, the paper added.

Referring to Washington's failure to inform Pakistan before it tracked and killed Osama bin Laden three weeks ago, Svenska Dagladet insisted "the US has also carried out intelligence against terrorists on Swedish territory.

"Sweden has thus become the scene of a foreign power's terror hunt without the knowledge of the Swedish government," it said.

Säpo could not be reached late Sunday. Head of the agency Anders Danielsson refused to comment when confronted by the paper.

Following the report, US embassy spokesperson Christopher Dunnett stressed the importance of cooperation between the United States and Sweden.

"We have excellent cooperation with Swedish authorities in a several areas, including anti-terror activities," he told the TT news agency on Monday morning.

He refused to elaborate, however, on the allegations of unauthorised spying.

"We don't comment on security issues in detail," he said.

Neither justice minister Beatrice Ask nor foreign minister Carl Bildt were willing to comment on the matter Sunday night.

Speaking on Monday, prime minister Fredrik Reinfeldt said he wasn't aware of the details surrounding the US agents' alleged activities in Sweden.

"I don't want to speculate on information in the media because we have very independent agencies in Sweden which operate in their respective areas of responsibility," he told TT.

"I want to note that in this case the responsible agency hasn't confirmed or denied (the report)."

Reinfeldt didn't expect to pursue the matter further and emphasised that Sweden has a solid and close cooperation with the United States.

If the report about the unauthorised US spying is true, it amounts to a serious allegation, according intelligence expert professor Wilhelm Agrell.

"There's no support for this in international law. What's problematic is running an operation like this without going through the Swedish authorities," he told the TT news agency.

According to Agrell, it's more common for "less friendly states" to carry out unauthorised intelligence activities against exile groups, for example.

At the same time, he's not surprised that the United States would do the same thing.

"It's been common practice for the Americans since September 11th, 2001 to carry out operations both with and without consent from the country where the operation takes place," he said.

Legal scholar Dennis Töllborg said it was "incredibly strange" that the CIA reportedly chose not to follow normal procedures by allowing Säpo to conduct surveillance on the suspected terrorists.

However, he doesn't think that the CIA's alleged decision to go behind Säpo's back indicates that the US spy agency lacks confidence in agents from its Swedish counterpart.

"I believe more that after 9/11, the CIA has given itself rights which don't have any limits at all, here and everywhere," he told TT.

Töllborg added that he doubts the incident has damaged CIA-Säpo relations, but more that it amounts to an embarrassment for the Americans.

The new revelations cover operations different from the US embassy's Surveillance Detection Unit (SDU) which was the focus of an investigation by Sweden's top prosecutor after reports surfaced in the media suggesting that the unit may have engaged in unlawful intelligence gathering.

However, prosecutor Tomas Lindstrand dropped the probe in early April because he was unable to gather sufficient evidence to substantiate the allegations.

No it's not justified. To carry out covert investigations in your own backyard is one thing, but if you intend to do it in someone else's sovereign state you need permission. The US is opening up a precendent so that now every other country will feel justified to do the same there.

Surely this goes on all the time, especially in countries that are 'neutral' in their international relations or aren't on board with the program enough to share all intelligence closely. Getting caught is bad PR but what is anyone going to do? If there was an assassination involved it would be another matter...

The agents were following suspected terrorists who were probably not native Swedes. They were not spying on Sweden and gathering state secrets about Sweden. If Swedes were caught doing this in America, there might be a similar uproar as we will see here, but it would be fanned by the media; most Americans would not care at all. Besides, there are spy networks in every country. Everyone is following everyone. The only thing unusual in this case is that one of the networks was discovered. Russians are in Sweden, Swedes are in the US, Americans are in Russia, etc etc etc...deal with it, Sweden.

I am sleeping better w/ the thought that the CIA is running secret surveys in Sweden against terrorists. I do not have any confidence in Säpo at all. It was probably just a fluke that they (Säpo) discovered the two that were ordered out of the country. Sweden is probably loused w/ terrorist sleepers since Sweden does not check anyone out that enters the country. Would not be surprised at all if terrorists have not infiltrated Säpo so the Yanks do not report all of their "spies" to the authorities. I think that is quite smart of them undercover is undercover nicht wahr?

Again this morning on my way to work I had to run away from one mad islamic terrorist shooting his way through götgatan, the green line was not running AGAIN because of 2 suicide bombings and then vikingline was sinking because they steered a rubber boat full of semtex into it.

Well, if it's true...and frankly, I hope it is...it only means Säpo was not aware of it. I would wager though there was definitely some coordination at a higher level in the government though. The raid to get Bin Laden was brilliant and demonstrates a more effective method than launching full scale wars.

Säpo was tracking these guys and caught the yanks doing the same.

Säpo should have arrested the spies and tried a bit of water boarding treatment on them. before indulging in a bit of extraordinary rendition to the north pole, where they should have been left in their underpants

Ahh explains the sudden increase in terrorist acts in Sweden! Whenever US govt starts to enter some country, terrorism simply follows it. I wonder if terrorists start defending themselves and invade USA, will it make the US a terrorist organization?

After all according to OBAMA (bin laden) US has the right to attack any soil to defend its interests. I guess others also have the right to attack USA and defend their interests :)

Obviously, the US relationship with Sweden is very different than the relationship with Pakistan. And Sweden has a very different relationship with terrorism than Pakistan. So your comparison falls flat.

By any means necessary! Evidence suggests that the US is considerably better at hunting down islamic extremists than liberal, socalistic, Swedes. Sweden should thus appreciate any help she can get in ridding their Nation of the militant islamic poison. At the rate things are deteriorating in Sweden, she might even seek assistance from little brother Denmark. At least the Danes have their head on straight in these matters. Sweden has lost its. I say send in more US operatives!(With or without Bush lapel pins.)

Does anyone really beleive that the US would have any interest in whose smoking pot in Sweden? One can make a case that the US should have gone through SAPO, but to believe that they are concerned about anythig other than anti-American jihadisht within Sweden's large imimigrant islanic population seems a stretch.

I think CIA is more capable of hunting down terrorists than SAPO, so I think that Sweden should be happy that they do some work for "free". According to CIA, Sweden has one of the highest amount of terrorists in western Europe(and no, you do not sh*t where you eat). Not "all" asylum seekers are helpless people. The worst leave the ship first.

SÄPO is not incomptent. However, SÄPO is controlled by a very confused government involved in a propagandawar against its own people so one would suspect that SÄPO might act somewhat erratically at times.

Personally im just happy CIA does not respect our borders, maybe theyll help protect the world against some nasty people.

After all, our politicians and journalsits are doing their best to dismantle the nationstate of sweden and put the administrative multicultural EU province of the westbaltic in its place. Who cares about borders like that? Who gives a damn about a nondescript administrative area?

You're hung up Säpo accidentally tripping over the supposed US intelligence agents, but that wasn't my comment. My comment...and I will try and dumb this down to your reading comprehension level...was that Säpo may have been unaware of this activity but it's almost certain that there was coordination at a higher level...such as Reinfeldt or other players at the executive level. Can you process this? Perhaps you can try google translate or a dictionary to help you out. As cogito pointed out, english is clearly your second or third language.

I didn't see dates in the article so I am assuming this was still occurring while Obama was in office.

To this day, Obama the Nobel Prize winner has intelligence agents conducting clandestine operations in just about every country in the world. But that is what you do as a peace prize winner. Well that and drop bombs on Libya "to protect the people from the government" while ignoring what is happening in the Sudan, Myanmar, Syria, North Korea etc.

Obama was going to mend US relations with the rest of the world. It seems that is just something he said in order to get elected. And of course, for some bizarre reason, he received the peace prize as a bonus. Though I'm still waiting for someone to explain to me why he was actually awarded that prize.

Anyhow since the CIA were only gathering intelligence on terrorists in this case, it does not make me particularly upset. But I don't think the trespassing from the US stops there. Ofcourse SÄPO did the right thing confrontating them and they should continue keeping an eye for american agents aswell as, and especially, agents from countries with sinister motives.

Years ago, President GW Bush stated that countries were either with or against the United States. BH Obama is following through on that promise. Sweden is a country that must be watched. Just look at the Swedish news articles. Sweden is not a friend of the United States, harbors terrorists, and is increasingly hostile to world interests.

What Sweden needs to do is cooperate with the United States.

OKAY, this is being blown way out of proportion.

First, I am an American of Swedish decent. It is NOT like they were going after national intellegence. They were going after TERRORISTS! If the Swedish people want to help track down terrorists in the USA more power to you. If it can save one train/building being blown up isn't that a good thing?

I hope everyone realizes that many countries have "operations" in progress in other countries that are unknown to the "host" nation. This is not a new thing. Nations do this as a method of protecting themselves from certain elements in society that intend to harm a nation for any one of a number of reasons. Notification of the operation to the host nation until the possibility of a link between the "bad guys" and the host nation has been determined would obviously be a dumb move. Terrorists or any other person involved in questionable activity have many friends in many places. Caution saves lives.

Of what harm does it cause? If you live in Sweden, it MIGHT save your life. Do you not think that the Swedish government doesn't have their finger in the pie in the US? It is very likely that most of the governments at the UN are spying on the US. Since their persons can't be checked we will never know how many. That is far worse than tracking terrorists.

If Sweden, or other countries want to track down "real" terrorists to help bring the to justice here in the USA, I am all for it. That is totally different than trying to capture national secrets.

As I said before this particular incident is not that bad, although it is newsworthy because swedish authorities should know about these operations. It seems like it was kept a secret which makes this operation more phishy. And the US have had alot of questionable measures in the war against terror as you know, so it's only normal to react to these allegation of secret operations by the US.

I'm amused by those commenting in these columns who never forgo a chance to trash Swedish institutions. What's laughable is these people have zero idea what goes on inside those institutions, what the level of sophistication is and are not only clueless about the relative competence of those they insult, they are have no idea how to gauge the performance of a police/security agency.

If you folks hold this country is such low esteem, why are you here?

My impression of Swedish police (I don't know any spies) is that they are a professional organization. The problem begins with the ..... that drive Justice Department politics. They can be roundly criticized because of their stated policies and often medieval comments to the press.

I think the words "Plausible Deniability" are important. The best way for the US to assist the Swedish Government in a case like this is to have it done with Swedish knowledge, but no Official Permission, so that if it blew up the Swedish Government would not look stupid.

The US OSS ran such missions out of neutral Sweden in World War II and the CIA did it again during the Cold War. The Osprey book on the OSS has a picture of US OSS Agents being assisted by uniform Swedish Border Guards in World War II.

US Special Forces carried Swedish Sub-Machine guns(Swedish Ks) and had numerous Finns, Latvians, Estonians and yes Swedes in the ranks during the cold war.

First, it's not very wise to get caught when breaking the law...

Being a small and (alleged) neutral country, Sweden must keep a zero tolerance against any other nations carrying out covert operations here without permission. It's a matter of avoiding the wrong kind of precedence. Anyone here ever heard of a country named Russia?

And since the US has a number of formal "allies" that are far less US friendly than Sweden, why destroy confidence among friends instead of strengthen it? Great way to fight terrorism. Not.

@Swedesmith- I would be nice to anyone in a Hawaian shirt, because the best way to hide an "In the Waiste Band (IWB) holster is with a Hawaian shirt hanging over it. They are super easy to draw a large frame pistol like a Colt .45 from because they are :

1. Not taperd, but square cut, so the pistol doesn't print

2. Bright, colors do not let pistol show through the shirt

3. Small number of buttons on front of shirt makes pull and jerk pistol drawing fast and efficient

4. Open neck means thet leave no mark on the neck from pivoting head/eyes to sweep area for danger

5. Easily hide lt-shirt style body armor on large men

6. The real ones from Hawaii are made from a stiff cotton that does not cling to your body or pistol

If we expand the NO COMMENT of all the parties involved, this is the closest we get to a smoking gun on a false flag operation. Swedish Intelligence Police faithfully investigate suspected terrorists. In the periphery they find two CIA agents working out of the American Embassy. The media lets the fixed opinion be that America was 'hunting' the same terrorists. While 'hunting' one usually shoots the game hunted. When you don't it's because you love animals and don't care about your next meal. I can't see a different analogy if you're 'hunting' terrorists. So if you love terrorists then maybe you're controlling them them as well. If that's the case, that's a false flag stew that never made it into the pot.
