Malmö mayor: time to try 'temporary' citizenship

Social Democrat Malmö mayor Ilmar Reepalu's proposal to combat criminality by deporting new Swedish citizens who commit serious crimes has been slammed by party colleagues as "pure racism".

On Friday, Reepalu suggested deporting criminals and introducing 'temporary' citizenship as ways to help combat crime in Malmö in the wake of continuing problems in the city's Seved district.

“I believe this should be applied more often; that more active criminals who are not Swedish citizens should be deported,” said Reepalu to the Sydsvenskan newspaper.

During the spring, the problems in Seved grew more extreme and a massive police surveillance programme was initiated. But lately the problems have returned.

Postal workers in the area now carry a personal alarm and many residents say they don't dare go out at night.

A gang of young men has been identified as responsible for the violence and disruption.

“We cannot have a society where children who are struggling in school see these young men leading a criminal lifestyle and controlling the whole area just because everyone is afraid of them,” said Reepalu.

With the high police presence in the area during spring, crime decreased by 25 percent.

Now Reepalu is calling for a larger effort by the police.

According to police superintendent Henrik Stiernblad, police presence is already high although he told TT that there are plans to increase it even further.

“We must acknowledge the fact that there are individuals in the area who believe they can commit a crime without any repercussions,” he told Sydsvenskan.

Reepalu also wants to introduce a type of temporary citizenship for new immigrants as a way to curb crime.

“A model where it is relatively quick to gain Swedish citizenship, but which entails a few years’ probationary period in which someone who commits a serious crime doesn’t yet have protection against deportation,” Reepalu told the TT news agency.

“It seems many of the serious criminal gangs come here and keep a relatively low profile until they get their citizenship. Then, once established here in Sweden, they develop a platform for international criminal activity.”

Reepalu said that apparently jail time given for these serious crimes is not enough to deter criminals.

"According to those I have spoken to, the only real threat in this situation is deportation. And it is clear that we cannot do that today within the rules for Swedish citizenship, where all Swedish citizens are equal," he told Sydsvenskan.

When asked whether the temporary citizenship amounted to some form of second-class citizenship, Reepalu said that immigrants are already treated differently.

“You are a second class citizen before you get Swedish citizenship and today there is a rather long period of time before that.”

Reepalu initially received support from Social Democrat judicial policy spokesperson Morgan Johansson.

"This is a measure worth trying. And it is of course linked with faster processing times," he told the TT news agency.

However, prime minister Fredrik Reinfeldt quickly dismissed the idea of having different "levels" of citizenship.

“We have proposed many ways to to tighten the penalties for serious crimes regardless of who the perpetrator is. The frustration in Sweden is that there are far too many crimes not leading to prosecution. But that should not get mixed up with citizenship, which can not be divided up into sections or subcategories,” said Reinfeldt.

“Either you're a citizen or you're not,”

Linus Bylund, press secretary to Jimmie Åkesson, head of the anti-immigrant Sweden Democrats, told news agency TT that his party has been making a similar proposal for years.

The Sweden Democrats now applaud the Social Democrats for embracing this initiative.

“They called us ugly names for this yesterday, but today they stand behind it as their own proposal," Bylund told TT.

Later on Friday, however, Social Democrat party leader Håkan Juholt distanced himself from Reepalu's proposal.

"The solution to gang criminality isn't temporary or second-class citizenship. Let me be clear on this point," he said in a statement.

Mariam Osman, a member of the Social Democrat's governing board, also slammed the Malmö mayor's suggestion.

"This smells like pure racism," she told TT.

"We can't have have people divided into two categories."

Sounds like a good suggestion by the Mayor but how much time it takes to try it,if at all it gets a go ahead is to be seen.

Great idea. Anyone who does not follow the laws of the land they are living in (even if it is the land of their ethnicity) should have their ctizenship revoked as they do not deserve it. The non ethnic swedes should be deported, the ethnic Swedes have social benefits revoked that are payed by taxpayers. Easy. If they do not abide by the law of the land they do not receive the benefits of the laws of the land. Those who have emigrated here who do not follow the laws of the land get a one way ticket out of it and their passports revoked.

I don't see the need for ''temporary citizenship''. Once a naturalised citizen shows that he has no regard for the law of his new home country, he should be stripped of his citizenship and deported from the country forever.

According to the article and news from the media, it looks like police has already lost the upper hand in Malmö. It's very sad to hear that political correctness is valued more than the safety of residents. What a shame!!!

why dont they just put on the law that someone wont get citizenship if they have criminal background, as well as reserve the rights to kick immigrants out of the country if they commit crimes .

aka if someone doesnt want to get kicked out of the country just dont commit crimes... solved.

I can see both sides to this argument. Because what's the point in having a probation period if these criminals will then wait that period out as well? Unless the probation period is 10+ years. Then I support the initiative. Otherwise it's quite pointless...

And I disagree with Reinfeldt - this is not "levels of citizenship" - probationary periods are common when signing social contracts and there's no reason why this canno be used for citizenship either which is after all a social contract between the state and individuals. If the Social Dems continue to make good decisions like these I may have to consider switching my vote to them in the next election. I won't be the only one and Reinfeldt should be keeping that in mind...

The probation period should be UNLIMITED! you are not a citizen of the country, you must be have. Also the condition should be made retroactive 20 years, that would solve many of malmös problems.

Naturalized (chosen) citizenship requires dedication and committment, just as a marriage.

Would you participate in a 'temporary' marriage?

Serious (i.e. violent) crime should be sufficient grounds for revocation of the privelege of citizenship, just as serious violation of marriage vows should be grounds for revocation of the marriage contract.

As for 'deportation', why should Sweden inflict such a dangerous misanthrope on a friendly country without permission?

Why limit it to serious crime? Why not any crime?

Upon crime, deport and ban permanently. In the event of a serious crime, deport their whole family so it gives them something to think about before committing the crime.

And well simply prevent by not allowing new people without a job and proper future ahead of them into the country.

People can be divided into any number of categories. I should imagine that it is most useful to distinguish betweeen the categories "criminal" and "law-abiding citizen".

Ah, no. I think Sweden is in grave error to import troubled people to begin with. Sweden's system is designed to handle Sweden's unique culture and is wholly unprepared to handle crime from hardcore countries. Sweden and it's people's interests are not being served by it's current immigration policies.

What about dependant minors? WHAT ABOUT THOSE BORN IN Sweden, & still dependant on the deportee? Meanwhile here in Canada the (Progressive?) Conservative gov't is actively seeking out & deporting people who have been ordered by the courts to leave the country but "disappeared" instead. If I were convivted of a crime I doubt IO would be given the opportunity to deliver myself to the local prison to be incarcerated but deportees get to go home & prepare to be deported! These include Central American death squad members, drug dealers, thieves, some who came to Canada as adults, others as dependant minor children, some as immigrants & some as refugees. Time to reconsider how easily we accept immigrants & how difficult it is to refuse or to deport the undesirables among the many others who are law-abiding & become useful citizens.

It´s sound correct, yes! Only those who are NATIVE can´t be deported.I don´t understand Why Sweden is bringing in SO MANY IMMIGRANTS. WHY? WHAT IS HAPPENING IN THAT COUNTRY?

I dont understand.

I lived many years in Sweden but I did not accept citizenship WHILE I wasn´t prepared to be a Swede. When I applied for it, I received c itizenship in 7 days.

To accept a citizenship requires more than a new passport. If a person came to Sweden and is involved in crime...should leave Sweden ASAP.

If Sweden won´t think by that way, sooner or later, we will live in one of the most dangerous European society.

the news report mentioned a gang of young people doing crime, but of course refused to say what ethnicity they were. we do the same thing in America. Welcome to the club of pathetic losers. Its about time you took a stance like this.....I respect the laws here and don't commit crimes. Although I don't need to have citizenship.(EU citizen) . If you acquire Swedish citizenship, then I think you are bound even more to the responsibility....Why should anybody else be different... acquired citizenship is a responsibility as well as a right.....

Not true gh08. From ancient times criminals were exiled from the tribe when the tribe no longer wanted to put up with them. This has a long Nordic history behind it and it shows mercy to the criminal as well as promoting the well being of the tribe.

Not only ancient times. It happens in other countries too unless you're born there, which I agree with.

You're granted citizenship and if you show that you're not happy with your choice through e.g. criminal actions you should be stripped of it.

To allow only a few out of 6 billion in the world to become citizens of your country might be considered racit (but this is what every country does) but kicking out criminals from your country is not racist at all. However, would the probationary period in citizenship would mean smaller rights for law abiding immigrants and refugees? Would it affect their chance of finding a job? Would they get a Swedish passport in the probationary period?

I second Fredrik Reinfeldt's statement. It is immeasurably futile to categorize citizenships because united we stand and divided we fall. However, the politician should preferably stay more focused on cutting-down unemployment which is the core aspect of crime.

Resorting to racism to deal with crime is not the solution.

Law enforcement and punishment should be effective, a deterrent and applied equally to everyone.

As far as I know, it takes five years to get citizenship, does it mean that criminals have five years break, and as soon as they get their citizenship, the vacation will finish?

Funny how the racism card always gets thrown in...

I have lived in Sweden for 4 years now, with a resident permit, and have recently applied for Swedish citizenship. I see no obstacle in my path that would prevent it from being granted to me even though I am a 36 year old black man who has been on the unemployed/employed rollercoaster and didn't decide that a life of crime would be the better path.

We all have choices.

So, whatever ethic background you may be, if you come here and decide to play the ass, then how does race factor into the consequences you inevitably invite upon yourself? How can a society that wants to maintain the safety of all its peoples, of all denominations, be wrong for wanting to expel the very people who threaten that very attainable reality?

I but it. I am a white female and have been here 4 years. I follow the law also inspite of the same difficulties. I do believe if you abuse the rights this country has graciously opened up to you, you should get the boot back. But where can you boot out those who were born here and whose families have lved here for generations when they abuse the laws? There are some bad ethnic Swedes here also (as well as the good ones) who I would like to see get the boot too when they disregard the law and jeopardise the safety and well being of those who follow it..

There are bad people wherever you go, and if you have qualified for and have been granted citizenship, then you have all the rights afforded to you. However, no matter your background (native or not) you are obliged to follow the laws of the land, and should be punished accordingly.

I am not for this secondary class of citizen or any rubbish like that. If the governing authority has checked you out (as they should anyone who is applying) and decided to grant you citizenship, they can't turn around later and say because you have now committed a crime AND are not originally Swedish your punishment is going to be different. That makes no sense.

If someone already has a criminal background, and you have already allowed this person to enter the country anyway, then if you have a law that says because of your criminal history you cannot be granted citizenship, then so be it. They know that coming in.

So, if you are one of those people who fall into that category and decide to stay anyway and have a baby or 2 who are automatically Swedish citizens at birth, then just like anywhere else, if you commit yet another crime in this land, you're going to face a very hard reality which now involves the lives of your offspring. I mean, if everyone who has children never commited a crime, then the world would be a better place. The reality is that people are people, and for whatever the reason, we will always have crime. The most a governing authority can do is hope to reduce it.

If people are allowed to move to here and end up contributing to society in a negative way, as in breaking serious laws, then the system shouldn't have to support them. How can that be expected?

In breaking Swedish law the initial agreement of citizenship should be terminated. Like any job, residency should come with probation. Sweden has opened it's borders because it's a country with humanity but is subsequently too soft on implementing laws or thinking about itself. Put your foot down Sweden.

A crime is a crime, not only in Sweden, but in the world.

If you kill somebody in Sweden or in Australia, that is a crime in both countries.

So, it shouldn`t be a discussion about minor or major crimes. A crime is a crime.

So, if a swede kills, goes to prison. If an immigrant swede kills, goes back to his country. I do not believe that a person behave well in life UNTIL being a swedish citizen. Than, the person suddenly TURNS to a criminal. It smells that Sweden is giving the permission to be a swedish citizen without investigating the past. Somethins is very wrong, because its too rare that someone just get into a criminal life after being an adult.... hmmm

remember that many of these "poor" immigrants come from war torn areas and it's only natural to bring their habits with them. If they think it's so bad from where they came from why do they behave like thugs to any country granting them citizenship?

OK OUIJA, Point well taken but killing and plundering aside, they were major explorers and traders. They mingled all the way from America to Sicily and beyond, and to the East. The Irish are sometimes known as shipwrecked Norwegians they carry so much of the Scandinavian blood as do the British and the French. But back to the point-Collective guilt for past successes in domination and prosperity is not an excuse for self annihilation 8 centuries later.
