Sweden proposes ban on sex with animals

After years of debate on the issue, a new proposed law on animal welfare suggests the outlawing of sexual encounters with animals in Sweden, a practice previously decriminalized in 1944.

”We know that there is a great risk of the animals being used this way are harmed by it,” said Eva Eriksson, County Governor of Värmland, who has been working on the new animal welfare law since 2009, at a press conference.

According to Eriksson, the topic has been up for discussion over a longer period of time and she feels that "major societal changes" warrant a clear prohibition against sex with animals.

”Today it is very easy, on the internet and other places, to encounter animals for sexual intercourse and there are also many more reports of this happening,” said Eriksson.

She also clarified that this should not be confused with cruelty to animals, where people mutilate the sexual organs of livestock and to counter which there is already legislation in place.

The new law, Eriksson underlined, would solely encompass the sexual abuse of animals for the perpetrator's own pleasure.

”This is about people who enter stables and perform sexual actions on horses or cows, which is not natural behaviour for the animal and isn't ethically justifiable,” Eriksson said.

However, Eriksson added that the sexual stimulation of animals in the context of breeding or as part of veterinary medicine procedures is exempt from the law.

A new animal welfare law has long been on the cards in Sweden, with the old legislation dating back to 1988.

The ambition with the new proposal is to safeguard society's respect for animals and that the animal welfare law should counteract animal welfare problems, Eriksson said in her presentation.

Eriksson, County Governor since 2004, has been reviewing the existing laws for the past two years, on the behest of the government.

Other proposed changes in legislation will mean stricter rules on breeding and harsher punishment against those that break the law.

Eriksson also argued for the registration of all cats, stricter rules on which exotic animals can be kept as pets, and the banning of large animals like sea lions and elephants in circus performances.

Then the human race in Sweden is going to die out pretty fast. We are nothing more animals if one follows the thinking of biologists like Richard Dawkins to their logical conclusion. I guess what this law is meant to criminalise is inter-species sex. But then what will happen to the frustrated dog trying to hump a person's leg?

It is all bizarre !

First , it is amazing that Sweden , which has a lot of laws that protect animals and human rights had somehow forgotten to have a law that prohibits bestiality.

Second , in the liberal world we live in , one wonders if Eva Eriksson can ever prove that "animals are harmed " when they have sex with humans . . Someone might argue that eating meat harms animals more than anything else. I hear the words "freedom" and "love" being used a lot here .

Thirdly , it is dissappointing to notice that there is not one single intelligent comment on the topic . Most comments are actually stale jokes that look like they were sent in from a zoo .

Is this 2011 ?

@hjoian , it says a lot when a country forgets to make a law that forbids humans to have sex with animals . Remember that Sweden has a law that forbids adults to make a living out of provinding sex to other adults who prefer paying for it.

Remember that Sweden has laws that forbid a man or a woman to marry more than one wife or one husband at a time

Remember that Sweden has a law that forbids transporting pigs in vehicles for more than 8 or so hours . Remember that Sweden has laws that Sweden has laws that forbids a pig farmer to slaughter his pigs using anything that is not recommended by the government .

If bestiality is classified as a social abomination - an offence agianst nature , why shouldn`t be illegal ?

If you begin by asking how a law is going policed , you will end up with no law.

It used to be illegal to have sex with animal. But the it was baked-in with the law against sodomy/homosexuallity so when they decriminalized homosexuals in the 40's they automatically decriminalized bestiality too.

I guess until now sex with animals have not been seen as a big problem especially since cruelty to animals has been criminalized since way back. But since it is kind of hard to know if having sex with a horse or a dog always harms the animal and in turn is considered "cruel" they think it is best just criminlized all sex with animals even if they can not prove that animal have been harmed.

Thursday night the US Senate approved a bill that would (among other things) repeal the ban on both sodomy and sex with animals for the US Military (Article 125 of the Uniform Code of Military Justice). It still has not been approved by the House of Representatives. If the House approves it will need to be signed by the President.

Does the ban include other animals apart from the obvious. Are mosquitos and caterpillars and fish also now taboo for the romantics who are hungry for something different in their lives. And what are the penalties likely to handed down to someone caught 'in flagrante delicto' with his neighbours gerbil. There are many questions... Does it mean full penetration or can kissing and fondling be considered only a minor offence ... Does it only include animals under 18....

I say re-instate the 1940's law, after all we can't discriminate against the few in favour of the other sick'os !

I was a bit worried reading the article that there was a exemption for kiwis as sheep and goats were not mentioned! LOL

the homosexuals should be protesting this as it is a curb on their freedom, it is a step backwards for them, the thin edge of the wedge is being squeezed out.

maybe if bestiality is outlawed they could be next. perhaps one could get written permission from your animal the same as they do!

Seems somewhat insulting to zookeepers around the world, but, here goes with a serious (hopefully) intelligent comment. Prepare to be bored (most of you):

In centuries past, before animal rights laws, the Swedish church ruled very strongly in this area of morality. Nearly all Nordic countries pursued the "Heidi" tradition of having only young girls and/or women take the families' animals up the to summer pastures. Beginning the journey in early spring, young women walked with a collection of cows, sheep and goats, often high up in the mountains.

Called vallkulla, fäbod kulla fäbod stinta, etc. were what the girls were called in Sweden and sætre jenta, etc. in Norway. These young women labored all day in near total isolation to care for the animals, often even gathering leaves from trees to feed them. Each morning and evening they labored to milk the animals. During the day, because of the absence of refrigeration, they labored to make butter, cheese and other byproducts from the milk. Sometimes there were other females living together, caring for many animals.

It was a blessing when boys had the courage to make the long journey up to the summer farm on weekends to play music and dance. Boys were usually forced to sleep in the attic or barn. Sometimes they were permitted in the cabin...probably where the custom of "bundling" originated and continued being practiced in early American history.

These women-only occupations were held in very high esteem among the rural communities, as very often a family only owned one cow or goat. Milk and its byproducts was the staple of rural life. Butter was too valuable to eat by the family and was usually sold. All but the wealthiest rural families mostly existed on a diet of boiled grains, barley and oats and cheese. The farm animals were seldom killed and eaten as they were too valuable.

It wasn't until the 18th and 19th century emigration to North America that the gender roles switched: men began doing the milking and caring for the livestock and women had ONLY to churn the butter, make the cheese, care for the vegetable garden, do the housekeeping and care for a dozen or so children (piece of cake).

My grandmother came about through one of these weekend assignations so I know they didn't dance and play music ALL the time during the summer farm weekends. So, if you want to learn more about the FUN side of this occupation, Google "vallkulla". Swedish artist Anders Zorn, among others, was fascinated by the life of these very strong and resourceful women.

No, I'm not female, but really do appreciate the girls of old (and new) Sweden. In fact I'm looking for a new one as I write.
