If he gained weight in prison, it is possible that it is because of the poor quality of prison food. Institutional (cheap) food is usually very high in refined carbs and fat and low in fibre, fruits and vegetables. By your argument, all poor people would be thin... when in fact the reverse trend is true. It is more expensive to eat healthy and not gain weight.
Also, society has decided that the penalty for his crime (unlawful driving!) is to deprive him of liberty for two months. It appears that you think the punishment should also include starvation and possibly freezing... Really? That's the society you want to live in?
He realized that he was to fat for his old pants a MONTH before he got out, o month before he got there. Instead of order some clothes, ask a friend to send some, ask for help from soc, salvation army, red cross or something instead of just demand the prison to buy clothes for him.
It's not a child,. it's a grown man. He had enough money to buy pants, but he didn't want to. His own choice.
