'Limping' cat shot dead and dumped by police

Published: 2 Apr 12 13:22 CET | Print version
Online: http://www.thelocal.se/40042/20120402/

A cat which was discovered in central Sweden "with a limp" was taken by police and shot dead, and then dumped on a roadside.

The cat's devastated owner has since had his application for an internal investigation denied.

"Cissi was everything to me, she was my rock," cat owner Göran Hjalmarsson told The Local.

According to the owner, the cat had an extremely regular routine, including snuggling up at his feet every night, and returning home at a specific time every day.

"She was part of my family, she understood me. I couldn't sleep if she wasn't nearby. I live alone now, and Cissi had been my only consolation after my daughter died of cancer ten months ago. Cissi was all I had left," he said.

Hjalmarsson was dismayed when his loyal cat did not return home as usual one night in mid-March.

After a few days of fruitless searching, the man called the police, who told him that the cat had been found the day before and had been shot dead by police, who claimed that the identification tag on the cat's ear did not lead to an owner.

The local police reported that they had indeed called the communications centre at the police station, yet had been told that no owner came up on the system in correlation with the ID number.

The two police officers then shot the cat dead and dumped the body, stating that the cat looked as if it had been hit by a car.

When Hjalmarsson enquired as to where he could find Cissi, he told The Local that the officers could not give him conclusive answers as exactly where she was dumped.

Hjalmarsson was forced to go and find the body himself, which some children had found and buried.

He dug up the cat, and re-buried it at home next to his other two cats.

Upon inspection of the body, Hjalmarsson claims he couldn't find any signs of a traffic accident, and the only visible injury was the entry hole of the bullet in the cat's breast.

Since, Hjalmarsson has called for an investigation into officers' actions, arguing they it was not their responsibility to put down the cat, and that a veterinarian should have been involved. Furthermore, the man demanded an apology, and is seeking more answers, as well as compensation for the ordeal.

"I'm extremely saddened by the whole thing, I want the police to come to my home and apologize. I want answers," he said.

However, police stated on Monday that no investigation would be forthcoming.

Instead, Jan Mattsson of the Östergötland police claimed that the police department will look into how similar incidents are performed for the future.

"This was no good. Firstly, one can't leave animals like that. Secondly, we must be more careful with reading the ID marks and we must put more work into getting the animal to its owner," he told the local Östgöta Correspondenten newspaper.

"I will meet various representatives of the authorities, and we will agree on new guidelines."

But the decision doesn't sit well with Hjalmarsson, whose prolonged sorrow is slowly turning to anger as he continues to search for answers about why Cissy was shot.

"The police are lying to me, I don't understand it. This is a serious crime," Hjalmarsson said.

So the police are responsible for policing the police? why am I not surprised?

Surely there should be an independanc police complaints organisation (Like the IPCC in the UK)
14:15 April 2, 2012 by Frobobbles
Independent investigation? Sorry, Swedes don't even understand the concept.

Humans are technologically advanced and socially retarded. :(

Poor cat. Poor Mr. Hjalmarsson. I wish I could give him a hug.

I agree. Poor cat. Poor man. We have two cats at home and will probably always have at least two. Filthy nazi policeman!

RIP Cissi :-( hope Mr Hjalmarsson can heal gradually ...

What a sad story!

How can the police be so stupid and cruel?

There wasn't much effort made in finding the owner. What about calling the local vets or putting an ad out? The least they should've done was make sure it was okay, then if an owner wasn't found right away, make sure it was taken to a cat shelter in the area.

I used to volunteer at the local shelter here and we had the police bring animals by multiple times and owner come by multiple times to find their cats.

What a bunch of sick, lazy and cruel bastards!

At least the rats that run freely in central Stockholm appear to be safe from the police.
16:25 April 2, 2012 by strixy
Looks like in terms of dealing with the police in Sweden it is much better to be an immigrant gang rapists than a limping cat... .

What a bunch of cruel idiots. And the fact that the application for internat investigation was denied makes me think this is some horrible corrupted and totalitarian system.
16:25 April 2, 2012 by foxpur
I can think of only one VALID reason if the cat was in obvious disability from being hit, i.e.- by the side of the road bleeding... I could see a "mercy killing" in that respect. Otherwise, it should have gone to a vet or shelter.

If a cat HAS a ear tag ot neck ID then it HAS a owner.

lastly, what's with tossing it by the road where someone can abuse the body by setting fire to it? Aside from health issues, that is just careless.

I'm thrilled... Why so many Swedes have issues with pointless killing animals ?
17:02 April 2, 2012 by skogsbo
"she was my rock" "serious crime", it say alot about the mental state of the guy. The cops shot an injured cat, a bit over the top, but not the end of the world.
17:08 April 2, 2012 by strixy
@Radk

Maybe they are opressed by the lagom culture. After all they should not have any negative feelings, they are even banned from verbally correcting their kids etc. So killing an animal seems like a nice and easy way to let some of the steam out... .Loosers.

More disgraceful behavior from Sweden's finest. I'm glad my cat is indoor only.
18:18 April 2, 2012 by momster
Miss kitten, I am glad you are a responsible cat owner. I hope your kitty gives you years of pleasure.

I do not like cats.

Cats come on to my property and poo on my lawn, not digging holes and burrying it, but on top od the grass.

I am almost inclined to give these police a call to get rid of my problem.

Before all the animal lovers send me death threats and hate mail, rather send me humane and peacefull solutions to my problem.

I chose not to have animals, and I do not want to be cleaning up after someone else's animals.

Getting fed up.
18:32 April 2, 2012 by Miss Kitten
Thanks, Momster.

I choose to keep my cat indoors because it is safer and easier for me and for her. I live in a fourth floor apartment with no elevator, and it's too much trouble to let her outside. The apartment is a pretty good size though so there's plenty of room for her, and there's also a balcony so she can go outside if she wants to. She's safe and she's not a bother to any of the neighbors.

However, there seems to be a prevailing attitude in Sweden that cats need to have access to the outdoors. When I first looked into adopting a cat from a local shelter, they wouldn't consider letting me adopt unless the cat could go out. They also insisted that if I was gone all day then I had to adopt two cats so they could keep each other company. They said that it was bad to leave a cat alone in the house all day. Furthermore, they insisted on inspecting my apartment to make sure it was suitable.

While I'm sure that they have good reasons for all these requirements, I couldn't fulfill all of them, which is a shame because I'm sure they are preventing willing people from adopting one of the the many homeless cats into their loving home.

Re 14, This is elaborate, but could you rig a motion-censored sprinkler? Also, I think hunting stores sell things like wolf-urine. Marking the outskirts of your yard with that might deter them. Or you could combine these suggestions, and "mark" the cats yourself? Just kidding. Cats are smart and slinky. Might be tough to keep them out without a fence or a dog. (Even if they got past a dog, it would later eat their poo.) :( Good luck, and be nice! :)

20:37 April 2, 2012 by zooeden
Its so easy to understand the poor needs of the kitty cat there, was maybe in hurt and not doing so well that it had to be "handled". Little did he know that the swedes handeling things get trigger happy whenever it involves an animal, thats why whales, wolves, bears and deers and occasionally your neighborhood hoodlum. Shot in the head to a kitty sounds bout fair...

I really feel for this man. I hope he gets justice and another cat that gives him just as much comfort as the one he lost.

@ skogsbo #11

Seems like you lost your heart. Or perhaps you just lack empathy.

I can't stand cats. I have a dog. Not that it matters which pet is it is, I have a family and sometimes I come home to nobody being there (they're at sport training, shopping, after school activities etc). The dog always comes to meet me though and it's still a great feeling. Luckily, I'm not a lonely person so I don't know what it's like to have nobody but an animal to hold and interact with to get me through day to day life. But there is one thing that I can teach you about animals and that is that they love their owners *unconditionally*.

Having a pet whether it's a dog, cat, lizard, etc when you have no human company in your home is probably, I'm sure, the next best thing. Animals have feelings, they respond to you in unique ways and give a lot of comfort. To have that comfort (the only one for some people) taken away forever can be as devastating as losing a family member.

If you had empathy you would understand what I'm saying. Maybe you were just never taught and I strongly suspect the latter because empathy and respect for animals are linked and teaching them starts in childhood. So you probably missed the boat.

Oh man, this is so cruel. I feel for the person who lost his cat.

Why would they kill such a beautiful animal and instead of taking it to some doc, they killed it. Huh I had a cat once and i can understand what the owner must be going through, so sad...
23:20 April 2, 2012 by J Jack
What these Police thought was 'putting the animal out of misery' has increased the misery of a very miserable old man who has become emotionally dependent on his late moggy after losing his daughter. The man has every right to be enveloped in his private universe with his beloved pet and I hope he gets to see those mean cops in a ditch themselves some day. A very unfortunate situation that was avoidable.
02:00 April 3, 2012 by Svensksmith
Let's hope that Mr. Hjalmarsson doesn't see any limping cops. He might snap.

the only good things about this story is the police are getting slightly better with their shooting, they have gone from getting the next shop to a chest shot, soon they will be good enough for a head shot!

very sad they had to pick on a poor guys cat ....surely they can devise better targets!

well done to the children who took care of the poor animal (afforded it a burial)

shame on the police!

watch out crims the cops can actually hit you now! (unless they tied it up first, not very sporting chaps)

15:02 April 5, 2012 by biddi
A really sad story and I would follow this up, too. Idiots who shot the poor cat. The cat should have been taken to a vet.

Too much trouble, I suppose - just bloody damned lazy would be more like it. Shame on you, coppers.
16:02 April 5, 2012 by JMSN
This is really ridiculous! I mean, surely there must be a dog pound or animal shelter where these stray animals must be taken to! I hardly think this action could be considered anywhere near legal with the police shooting all the stray animals they can find.... I tell you the owner should take this to court and sue these officers... and I'm all for the police, but this time they screwed up big time!

23:09 April 5, 2012 by oledeluca
If the cop has a limp, can we shoot him and dump him on the garbage heap? What about a child? What about a police K-9 dog? What about a seeing eye-dog or an epilepsy warning dog? Or an old man's cat? Such foolish uncaring Swedish authoritarian actions. Stupid police authorities! Never ever trust authority. So why are they allowed to police themselves?

Is it not a crime to dump a carcase by the side of the road, rather than disposing of it in a sanitary manner?
13:04 April 7, 2012 by winddancersong
Sadly this is a good example of why animals should be kept indoors at all times. They will live far longer and have much better health. The average cat kept indoors can live up to sixteen years or longer, but when allowed outside, averages only four or five.Having worked extensively with animals and wildlife, its important to understand that these members of our family need special care and extra protection to keep them safe from unexpected conditions which can arise from outdoors and lead to tragic results such as this case demonstrates.Making sure our animals are wearing clearly marked name tags with addresses as well as licenses helps ensure that if they are lost or injured, those who find them can reach the owners immediately. Where possible microchips can also be used. But the bottom line is, it's up to us the owners to always make sure our pets have the best protection from harm at all times. That is indoors ultimately, or staying with them when they are allowed outside. The investment of time, love and resources we give to them is paid back in priceless companionship and devotion they give to us their whole life.Truly they create a unique part of our family and deserve our loyalty and responsibility to guard them always.Studies have repeatedly shown, dogs and cats can lead happy, healthy long lives living indoors, when given plenty of exercise and proper attention. They also reduce neighborhood problems, stray feral issues, disease problems and destruction of property as well as excess litters needing to be destroyed from lack of good homes.I pray this wonderful man will find some peace soon.Perhaps he can acquire another companion animal to help fill the voids in his life.God grant him all the help he needs. This police department obviously needs to make changes to address how it handles animals issues, because it has a horrible method of dealing with them. One is left to wonder, how many times they have done this before, to animals whose owners didn't come forth.

@libertarianism, Galaxym31 and strixy

After reading this horrible story, I am glad I am living in The Netherlands. At least on that point the Dutch have still a heart for animals. In March 2010 my cat fall from my flat window and disappeared. My and my children had looked everywhere for her in the neighbourhood, but she was gone. We both were devastated. She was part of the family and we missed her every single moment. Cats give lot of love, affection and warmth. When I was sitting, watching TV she came and sat near me. However, after four though months I neighbour had come to my house and told me that she had seen on the website of the 'Animals Ambulance' a cat who resembles exactly our Mietzi. The next day I went to them and …she was there!. The fall had broken her leg to pieces. Thanks to a volunteer vet who had done a brilliant work on her leg, she could walk again. (as a matter of fact limp). The treatments were very expensive. We could take her home when we had paid for her treatments (two operations, lot of X rays medication etc.). On June she came back home and after few months, she was fully recovered. For your questions: what have been done, if we would not pay and take her back? Answer: She had gone to the shelter and wait their for a prospective new home. Apart from home pats, the Dutch animals Ambulance rescues wild animals like foxes, squirrels birds etc.

Well I say we need to have the police officers sacked, I think that they have shown that they are both unfit to carry a gun.

The one who shot the cat is clearly unfit to carry a gun, and the other who failed to stop him or arrest him is also unfit to carry a gun.

If you are unfit to carry a gun then you can not work as a police officer in Sweden, so sack the pair.
