This level of disorganization and confusion does not exactly inspire a lot of confidence that they can apprehend any criminals who are at large.
Umm, did I miss the part where she was raped or attacked or threatened or something? She got picked up on by a cop, I can think of one million things that would make you scared but not this. I wonder if she goes on disability after this for fear of driving?
Not yet established that he was in fact a cop.
Apparently their investigations department is not able to ascertain this, even with the guy's phone number provided to them by the girl, from the SMS messages.
True that she was not attacked, but creepy if some guy bought flashing lights to impersonate a police officer and pull people over. An attacker dressed as a police officer last year in Norway last year was able to do a lot of harm.

We all react differently to circumstances, based on the totality of our life experiences and our personal preferences.
Choosing to drive a different route right after an event like this is hardly incapicitating.
