but they have been working there for the past 15 years so they keep working and cannot be thrown out.
does this mean those people will get full time contracts, while Im the one who does all the work even though ive only worked there for 6 months?

Given that out of 9 million, only about 9/17 are between 20 and 65, i.e. 4.7 million
(http://www.nationmaster.com/country/sw-sweden/Age-_distribution), it means 3.7 million people have to pay for 1 million, and what do they get in return? barely enough pension, poor health care service, etc.
"Today, 30% of all municipal employees, and 19% of all county employees are part-time. " (of 1 million). Sounds indeed like a major tax hike...
How about lowering income for the municipality leaders to balance the budget...

Recruitment should be made with (a) efficiency and value for money in mind and (b) in accordance with the (generous) employment protection laws in Sweden.
I'm sure that the politico somehow thinks that this will mean more net tax receipts since there are more workers.
