Swedes to crack down on bogus billing scams

The Swedish government want to increase penalties for issuing fake bills and have appointed a committee to look into the growing problem of billing fraud in Sweden.

“The real problem is that there is no experience among local police stations across the country to investigate this properly. There is no organized or functioning cooperation between different agencies, which is remarkable,” said public prosecutor Tord Josefsson to news agency TT.

Josefsson has recently appealed a billing fraud verdict in Helsingborg, in southern Sweden, and is set to discuss these issues with minister for justice, Beatrice Ask, on Wednesday. According to Josefsson, harsher legislation is not the answer to the increasing problem.

He told TT that longer sentences are not the answer, as the maximum penalty for economic crime is five to six years but that it is unusual for courts to give out sentences this long.

“That courts sentence fraudsters to this long sentences is very uncommon. It really only occurs when the activity is seen as particularly menacing to society,” Josefsson told TT.

Ask, however, told TT that the police and courts need to look closer at this kind of crime.

”It is developing at an alarming pace and is becoming a huge problem. Fake bills have become a major source of income for organized crime,” Ask said.

Although the rules need to differ between individuals and small businesses, it is vital that there are clear guidelines in both cases, according to Ask.

”It’s not all about giving out harsher sentences but also to see on a larger scale what problems there are. Maybe one also needs to question whether the current legislation is adequate,” Ask told TT.

Cmon, its finally time for Sweden to tackle its pathetic data protection laws (or lack of) If you have a system where the tax office is openly giving peoples information away, fraud is going to be a huge problem. Sweden has some of the weakest data protection laws in the world and the weakeest in the wetern world. It time to loose the obsession with knowing how much money your neighbour makes etc etc

@ Beavis - totally agree with the last part of your post.

As for the 'fake billing scam' its not good enough to just say 'we have no experience in investigating this properly': better procedures are the answer.

Quite often, fraudulent 'shell companies' issue these bills. a good way to see if such a company really exists is to maintain an 'Approved Vendor List' and check it regularly. How many use post office box addresses? A check of the vendor address against the payroll addresses would ensure they match. Another 'giveaway sign' is unfamiliar vendor names: do they really exist?

Etc.

This problem is caused firstly by the exuberance with which creditors are allowed to pursue people in Sweden, the ease with which they can have people blacklisted and the serious repercussions for people once they are blacklisted (eg no credit for three years),

And secondly it's due to Reinfeldt's deliberate flooding of Sweden with third world migrants in a bid to drive down wages, increase the population, and somehow make Sweden what he calls "a normal country", oh and Stockholm the London of Scandinavia.

As anyone who has been on Blocket.se recently knows African migrants in particular are making their presence felt with a mass of scams such that it is almost impossible to do business safely over the internet with the public in Sweden.

I tried to sell a camera on Blocket and received four offers, all from migrants involved in various scams, either to get my bank account details, or asking me to post the camera to them (they then deny it arrived and claim their money back from Paypal, something Paypal always does in such situations).

For Sweden this is just the start of blowback. Moderaterna's disastrous policy of mass immigration is going to make itself felt in more and more negative ways for the Swedish population as the years go by. Goodbye safe cozy Sweden, hello crime ridden cess pit.

"Moderaterna's disastrous policy of mass immigration". That's not a policy of the moderates, giving liberal asylum is a main stay of Swedish socialism. The earliest report I saw of berry pickers imported from Thailand to pick oranges (as they were told) under abysmal conditions happened already under the Socialist government.

Legislation is already in place to deal with this. Six years maximum sentence is more than enough. The difficulty seems to be getting Sweden's eccentric police and judiciary to recognise the damage these fraudsters do to ordinary people and small businesses.

Let's hope a few policemen and judges get scammed in the near future, suddenly more fraudsters will be arrested, and the average sentences will be much higher.
