When it comes to being swedish, I think there's atleast 3 aspects. First there's the "controversial" ethnic perspective (when foreign people talks about swedish women, they don't tend to mean someone that looks like Beyonce). Then there's a cultural and value perspective where one considers oneself swedish and part of the swedish society. This aspect can also be divided into more parts, but no point going into more details about that now. And lastly there's citizenship (and sometimes even illegal immigrants) where one don't have to feel swedish, don't need to know the language etc.
Even if someone just belongs to the last category, massmedia in sweden will only refer to them as swedish, based solely on citizenship. This article is one example, but it's very common in general.
