Only one in four Swedes 'trusts’ school policy

Only one in four Swedes has confidence in the Sweden’s school policies, according to a new survey, something experts put down to the recently changed schooling system.

“We’re shocked every time we hear things like this,” said Stockholm teacher Pia Nyström to the Metro newspaper.
“But if you asked the students you’d get different results. Unfortunately people like to link everything negative that happens in society with school.”
Tomas Tobé, the Moderate Party education policy spokesperson, believes the poor results can be put down to the many changes the Swedish education system has seen recently.
“Many people want to see faster results. We have changed both the grading system and the teaching plan, which are reforms that take time,” he told the paper.
However, Tobé is taking the results of the poll seriously, and will keep on pushing in the same direction, according to Metro.
“At the same time, it’s important that we dare to continue, despite the criticism.”

Also, what does " ..has confidence (trusts?) in the Sweden's school policies." actually mean. It's poor English and means very little. What policies? Do you mean the policies of the schools themselves, or the state's policies relating to schools?
