'No civil war in Somalia': Migration Board

Somalis seeking a residence permit in Sweden will face tighter restrictions in the near future, after the Swedish Migration Board (Migrationsverket) judged that the country was no longer at war.

"The fighting isn't regular enough to warrant calling it a civil war, but it is still a difficult situation," Migration Board legal expert Fredrik Beijer told news agency TT.

Until now, the majority of Somalis arriving in Sweden from southern and central parts of Somalia, including the capital Mogadishu, have been allowed to stay in Sweden.

But now that the agency has changed its assessment of the situation in the country from one of “war” to “serious adversity”, the evaluation process will focus on the threat against the individual asylum seeker rather than the wider conflict.

"The situation in the country is such that there will be no need for really serious individual reasons but they will no longer be able to point to the general situation in the country," said Beijer.

So far, some 90 percent of all asylum-seeking Somalis have been able to stay – and more or less everyone who has arrived from the areas worst hit by fighting has been granted a permit, but with the new rules Beijer thinks this figure will fall to about 80 to 85 percent.

Migration Board representatives visited Somalia in June to evaluate the situation in the country. They concluded that a joint offensive by the Somali interim government and the African Union against the al-Qaida-linked al-Shabaab guerrilla movement had been successful, with the group being forced back in large areas of the country.

“The al-Shabaab movement has been severely weakened and the real fighting has ceased,” the agency stated in its decision.

The improved security situation makes it possible for people within the troubled areas of Somalia to make their escape to safer areas of the country, according to the agency.

“This is something we will need to assess now,” Beijer told TT.

Now that the war is declared over will the Somalians who have come to Sweden and been allowed stay because there was a war in their land, be asked now to return to their homeland?

That's all?! A whopping 5% decrease?! There shoud be ZERO Somalians (or any countries refugees) in Sweden. Why does Europe have to take care of the losers of the world? Whatever happened to "Survival of the Fittest"??

Hi Spuds, I think in Swedens case it may be a question of guilt, they are the biggest arms dealers in Europe and have sold weapons and various systems to manys a conflict around the world leaving thousands dead and homeless, they even sell to dictators...well if you call that lot in Saudi dictators, so people do some don´t, some later backtrack and admit that they might be dictators.

The thing is when the Somalians arrive they are placed in housing among the indidguius people who don`t get a say if they want their neigbhours to be recently arrived Africans fleeing a warzone, who may have a very different outlook on life compared to themselves.

The housing etc must be provided by the tax paying working folk, so they get to pay for the people that may have a different outlook on life having fleed a an African war zone living beseide them, kids going to the same schools etc.

Meanwhile the arms dealers get richer and richer...tis a funny auld carry on for sure!

I agree with Seamus, it might be a question of quilt or they just more slaves (taxi drivers, cleaners). Always good with a cheap labour...Sweden is trying to hide their history under the picture of such hospitable country. Weapon export is nothing in compare to what they did in the past . Between 1936-1976 they sterilized 63000 people. Just FYI.

Just because of if there were a civil war in Somalia or not, Sweden shouldn't let any asylum seekers into the country.

On the contrary, all asylum seekers from Somalia should be sent back to their native country, it would be the best solution of the problem, for both parties, for both nations.
