New citizens should all speak Swedish: expert

Sweden needs to introduce language and cultural knowledge requirements for would-be Swedish citizens, according to one political scientist at an expert panel in Stockholm on Wednesday.

Following a poll of 4,600 people in Sweden about their views on Swedish citizenship, experts gathered at the government offices at Rosenbad to discuss the results and to find out how citizenship can be made more valuable for would-be Swedes.

The topic was discussed by a panel consisting of professors, lawyers, political scientists, as well as the researchers from Statistics Sweden (Statistiska centralbyrån, SCB) who carried out the poll.

Among these findings, a vast majority of people surveyed found it "very important" to have Swedish citizenship, the right to vote, as well as the right to live in and be protected by the country.

The survey is linked to government plans to review the role of citizenship in promoting integration.

Andreas Johansson Heinö, a political scientist and researcher at the University of Gothenburg, argued that according to his own research, Swedes want to see a set of requirements met before foreigners can be considered Swedish citizens.

When he polled 1,000 people, he discovered that 75 percent of respondents claimed to want would-be citizens to have a basic knowledge of the Swedish language.

“We need to introduce some sort of language and cultural knowledge requirements before people can become citizens,” he told The Local.

Johansson Heinö explained that his survey revealed that a majority of people agreed that potential Swedes ought to have a basic knowledge of Swedish history too, and should agree with Swedish values.

“I totally agree with the precept that we need to strengthen the value of citizenship in Sweden, because it’s a valuable asset for equality in a diverse society," he explained.

“The problem is that even though they become citizens; they're still not conforming," he said.

"But this is more of a problem for the Swedish majority."

Furthermore, Johansson Heinö argued that it's impossible for a newcomer to become Swedish if Swedishness is defined by ethnicity, language, religion and skin colour.

Other factors, however, are genuinely important, he argued.

"I argue that we need a common language to be able to have a society together, we need some basic knowledge about our history, our culture, and how society works," he said.

Meanwhile, Pakistan-born Qaisar Mahmood, a manager at the Swedish National Heritage Board (Riksantikvarieämbetet), explained that getting Swedish citizenship should be seen as a valuable opportunity to connect.

“Whether you are in a football team or at work, the sense of belonging is important for human beings,” he told The Local.

“But formalities are not enough. If you play football, it may be important to be seen as a team mate and to cherish the sense of belonging. You can’t say that you play for one team and belong to another, it doesn't work like that.”

“It’s like that with countries, having a sense of [being in] a collective with people living in states sharing common laws and social security. It should be easier to be a citizen and this is important.”

However, Mahmood explained that physical appearance plays a big part in how people with different backgrounds are judged in Sweden.

“The idea of belonging to the state is still based on ethnicity, and this is often interpreted by how you look. I think that’s one of the reasons people from other northern countries don’t feel the same urge as someone who looks like me to be part of the Swedishness.”

Meanwhile, Johansson Heinö, whose book Gillar Vi Olika was published in September and tackles similar issues, explained that his ambition was more about finding the answers, not giving them.

“My goal is to improve the quality of the debate of the integration into Sweden,” he said.

“If we really want to become a multicultural society we need to confront our own self-image.”

Following the discussion, the panel will present its comprehensive findings to the government by April 1st next year.

Before you demand this of people you need to enable people. This could be as simple as HELPING' not HINDERING people that want to learn Swedish. SFI is fine, but then you demand SSAS (Svenska -A and B) before your government will help us assimilate. Though I could travel 120 Km a day to learn at a cost of 104 Kr but as it is a six month course and I don't have a job, that cost is unreasonable. Funny how it is only the immigrants that have trouble getting assistance in Sweden.

I agree that learning Swedish is very important. But not for the reasons of stated in this article. The Idea is that we should feel as one people. Get to know each others and ease up. The problem is that this is simply not just a matter of language barrier. It is a matter of preferences and culture.

Ethnic swedes are reserved. Getting to strike a solid bond with them is a mission. You always feel a stranger . Integration is two ways.. if you try to integrate with someone who isn't interested. You will not integrate even if you are the head of the SFI programme itself. Swedish should be obligatory , Swedish history should be given in SFI through videos and the like.. but linking mastery of the language with Citizenship is actually bringing much more harm than good. Look at the failed situation in Denmark.. impossible language test and an impossible history test . Leading to people who are alienated .

New citizens will never integrate to a country if they themselves don`t want to. The challange lies in getting these new citizens to want to become integrated. The majority society will never identify themselves with new citizens who don`t dress similarely, talk the same language, have similar values and don`t follow the way of life or norms.

What are the benefits of citizenship other than voting in Swedish election?

Don't know!

I know many persons who are in good jobs, lived in Sweden for more than 6-7 years, but they are not so proficient in Swedish.

What about them? Are they not worthy enough, even after their contribution to the Swedish economy? More over many of their children speak quite good Swedish!

Well !! This is a clumsy business.

@expatjourno Your definition of such countries include China as well, as their values are highly different in comparison to sweds. I assure you, being the second largest economy of the world, no country would like to mess with chinese citizens.....after all many sweds are moving to china for living a life over there. And marrying the chinese women as well. This is true ATLEAST for some of the swedish families who i have met or know. If the country does not want to live in isolation then it needs to relax its laws. Now and then we also read news that swedish citizens go to china and they start speaking against the govt. Why is that not being regarded as avoiding the integration? Who gives them the right to speak whatever they want against the govt in another country? Whether it is FREEDOM of Speech or anything, if something is not allowed in china, then speaking about it is like not trying to integrate and trying to create a mess in the country.

Now comes the part for language and integration of new people. Well I agree for integration it is highly necessary that a person speaks swedish and knows swedish values and culture. Without it, it is impossible to integrate. We should not blame the swedish people for not talking to us if we dont know anything about them or their country or their language.

well after 3 years of fighting this and losing every court case,it appears that if you take one day a week free,losing a days pay,not being one of the group,paying for travel,books,to learn swedish,to be able to integrate,read platsbanken,and welcome swedish customs, then when unemployed,benefits at basic level for 9 weeks because of time lost at sfi,benefit loss because of less hours worked per week,no feedback,info about concequences of continueing sfi,not told that sfi is full time study,and you are still registered as a full time student even if you quit(you must actively de-register!!

it doesnt seem to matter that sfi is only 15 hours a week.

it doesnt seem to matter that benefits were paid for 32 hours a week(averaged)

it doesnt seem to matter that i was still based on a 40 hour working week.

i was also reported to the police for embezelment

i was also kicked out of the electricians a-kassan

i actually had to leave the electricians union,and go to fastighets union,just to get a-kassan again

so there i was,left out in the cold,no advice,help feedback.

every time i tell a foreigner about this crap,they have never heard of it.

so how are some workers able to go once every two months or so,isnt there some kind of working hours,tax ,etc complications.

i totally wanted to integrate,its so much fun when you are accepted as an equal,able to communicate and take part in society.

my mistake i guess,is that i saw sfi as a duty (pliktighet)

an evening sfi,streamlined for foreign workers,answering the challenges of working life and paperwork-thats what i asked 3 years ago!!!

not concentrating on babies,baking,or talking about my homeland.

but now-im so scared of making another mistake,i will not speak swedish to officials(if i make a mistake,will they be human and have mercy??)

they force me to pay 1286kr a month until 2026!!-for learning swedish??

frankly im dissappointed(the lawyer is embarrased)in the swedish system.

when you have no feedback,not wanting to impose,etc,you build up a society where no-one cares anymore,will not take responsibility,and will give you a phone number of the next person.

sfi,arbetsförmedlingen,a-kassan,and my employers, all failed in their duties to inform me of possible consequences.

It is a lot easier to teach them English as many of them are already familiar with English. If only one Swedish University offers courses in English in bachelor's level, after entrance exams in English, (in topics such as Engineering, computer science or other practical fields that Swedish is not important), many of the new-comers would be able to get a good education and a degree without learning Swedish in advanced levels (this is what is asked from them to be able to study in a University in Sweden). There is a hunger in Sweden for good computer programmers, but the energy of the teachers and students is wasted on trying to make "Astrid Lindgren"s and "Stieg Larsson"s out of Muhammmads and Usmans.

Depending on your country of origin, Sweden is either a step up, or a step down in a functioning country that caters to your individual needs.

I kind of detest this country for its hypocrisy and while your have professors, lawyers, political scientists, titles mean nothing if they dont have an ounce of common sense.

How can a society progress when every new intention or idea, every possible progress that would benefit a society is stopped as you must comform to what already exists. I already have experience that if you are not a swede, then your opinion doesnt count, that if ideas do not conform to the swedish way, it must be a bad idea, even if it will improve or solve a common problem.

You stunt the natural evolution of a society.

Sounds like individuality(which i was under the impression Sweden wants) is not what they want, but one people, one mind.

A Country full of sheep with the Govenment controlling almost every aspect of peoples lives.

They do try and educate you on basic history, and I would say much of it involves womens rights, womens history, and everything to do with the hardship of women throughout history as though our generations of men must feel guilty about prevous events and ancestory.

This is the equality Sweden wants, not to work for equality on the same level, to achieve a higher quality for all, but for those fortunate enough, to work hard, they must be brought down so it can be met half way, when there is no reason not to improve the other side and raise it to the same level.

Equality in Sweden is perfectly depicted in Solna Centrum toilets, The Ladies are decorated the same as men, Each cubilce in the mens has a Large painted Heart on the doors, pink, purple, yellow, light blue, inside is a lovely pastelle butterfly covering the wall. This isnt a gender neural toilet, its decorated in everything you could steriotype as a female toilett.

Those that are aware of such idiotics withing the swedish culture cannot integrate. Its impossible as much as any of those professors, lawyers, political scientists could try and integrate with the average struggling poverty ridden culture.

I read somewhere Malmo has a population of 82% immigrants(or immigrant parents) your asking 82% to conform to the ideas and values of 18%, good luck with that.

It is not necessary to learn Swedish, any language which is widely used, as English, German, etc. would be enough. What is much more important is to know, and be able to respect, the culture and traditions, even if you do not intend to participate.

Swedish language should be made compulsory for citizens. Immigrants dat does not want to speak the language should be satisfied with permanent uppetillstånd.

The other time i saw a whole family at the airport in London with a swedish passport but cannot speak swedish to the man trying to chat them up. What a shame.

backpackerkev, clearly to haven't learnt much about Sweden so far, if you knew anything you would know that the heart on toilets is a traditional symbol for ALL toilets, it harks back to the days of outside loos, where the heart shape would be a hole cut through the wood, so visitors would know which door in the out buildings/barns was the loo.

As for your description of the Malmo population, you may wish to do a little research, then your long post might have some accurate facts in it.

The world population is about seven billion people. Sweden's population is (rounding up) 10 million, that's .014% of the world. Swedish is only useful in Sweden. When Swedes get all self-righteous about their English it's because they have to learn it to communicate with the world, and they begin as children.

What country will launch their children into the Swedish language? They comparisons and superior attitude is an irritating cover for a national trait of low self esteem.

The harder Sweden struggle to become an island, the more it will be. And we all know what happens to islands.

It doesn't matter how well a non-Swede speaks Swedish, you can never be Swedish even if you're born here. This cultural alienation is beginning to bite and can only get worse. Sweden needs an Attaturk, not a SD.

I agree that incoming Swedish citizens should speak at least a basic level of Swedish.

But they should also be asked to make a simple statement about what benefits they can bring to Swedish society. In Sweden, everyone who can contribute is expected to contribute. That is the Swedish way.

"I am a qualified IT engineer", I am a trained nurse", I have a job and pay tax", "I help out with my daughter's football team", "I am studying to be a teacher", "I am working hard at school", etc.

A person unable to make such a statement should be refused, asked to make changes to their lifestyle, and to reapply when they have something positive to offer.

Funny I was watching the opening ceremony of the Swedish verses England game yesterday, and then I noticed that not all the Swedish players were singing the national anthem (Du gamla, Du fria). Given they are flying the Swedish flag you would have expected them to learn the words. Not exactly the role-models for those new citizens watching and wondering why they should bother to learn if they don't.

And for those wondering what the Swedish National anthem is, here it is...

Integration must be a two way street. Immigrants accept some Swedish values, but Swedes must also accept some of the immigrant's values. This is the only way multiculturalism works. There must be a "meeting in the middle." Yes, Swedish culture will change- there will be a new Swedish culture. That is the point of multiculturalism: it is not some cultures conforming to one culture, rather all cultures creating a new culture. So, yes, Sweden will change.

I am value neutral on this topic, I neither think multiculturalism is a good thing nor a bad thing. Those who wish the current culture to remain the same, will be negative towards multiculturalism, and those who want change, will probably consider it positive. But, in the end , there is no stopping change- it is part of life.

why should any country change it's working language to suit those who arrive there, the USA hasn't changed it language to suit it's immigrants, so why should Sweden, regardless of it's size. If you CHOOSE to come to Sweden, then you have to accept learning the language as part of that process. Sweden meets you in the middle already by offering 15hrs FREE tuition a week, it's not a bad deal?

English should be the lingua franca for European integration and streamlining the economy. English is a wonderful compromise between German (swedish included), French and Latin.

The problem with learning Swedish is that the SFI schools and their teachers are just awful! My SFI classes seemed to be more about promoting multiculturalism and women's rights than they were about teaching a new language.

This PC/multiculturalism nonsense here needs to stop immediately!

U.S. law requires documents such as voting ballots to be printed in multiple languages for the large numbers of non-English speakers.

@ErnestPayne - She may think she leanrned Swedish by herself in one Summer, but I assure you she wouldn't last 2 minues in a conversation with a native Swede! It takes many years of full time studying to be even slighty conversational in this difficult language.

Surely most of the people who go and work from their country to another, do that normally in search for a better life. so after spend most of your money to seek something better, the last thing you want is to find a wall in front of every step you try to make... as far as I know in this day and age English is the universal language. why can't every country have a system where they show all info both in their language and in English?

I think this is a small price to pay to come to another peoples country. The Swedish people built this country through blood sweat and tears, they went to war to protect it and now people expect them to just give them their country. Why should Sweden lose it's cultural identity to appease any one.From a tourist stand point, if I want to see a muslim culture I will visit the middle east, if I want to visit a African culture I will go to Africa when I go to Sweden I want to see a Swedish culture.

Hello everybody here, I have carefully read all post. It turns out to be a good discussion. We have here people from all over the world and in many of the cases they are culturally very faraway from each other. Before inviting guests in your house you must first clean and arrange it. The problem is we, Europeans, failed to do that, referendums in France and the Netherlands were somewhat dead end for EU. I really wonder why ruling authorities asked people for a such comparetevely easy thing to do, ie to unite Europe but didn't ask them if they agree on doing Sisyphean task to invite and integrate people different in cultural aspect to the extend that there are no meeting points. I remember the failed proposal of the Poland's President Walesa conserning a new Plan Marshal for Eastern Europe on their transition to democracy about twenty years ago. If it had accepted it would have been much easier for united Europe to cope with new challenges.

As for the Swedish language one of the readers above is right about SFI. SFI is a tottally failed policy. Why? Because SFI is focused on the cultural differences not on the language itself. But here's the point, Europeans don't need that because they are similar in culture, religion and heritage. Historically we don't have muslim people here, and actually they are the people that need some cultural knowledge. Christmas is Xristmas in whole Europe celibrated on 25 December and the only difference is Russia celebrating it after New Years Day. So what they need is more intensive Swedish language course. Still, in my humble opinion, to focus on the immigrants' English language knowledge first is better. Make them take test and if they hit advaced (CAE) or proficiency (CPE) level give them a job as Swedes are good at English. Sweden is the only not-Anglo-Saxon country in the world with English as a second language. If you allow them to work they gradually, little by little will learn svenska. Hmm....one of the above reader's daughter learnt svenska for one summer only but her native was English. To come from English is one thing but to come, for example from Arabic is quite another. My post has become too long, almost as long as an article. Thanks for taking time reading it.

Diversity tears a country apart from within. When a country is diverse the people of all races are more likely to do things to benefit themselves instead of their country. Example, muslims are raping Europe even though they have been offered a chance at a better life, they are in it for "what they can get"therefore it causes problems, some people like the muslims and some think the problems that comes with them is not worth it so now there is division.The muslims will put what they want first before they put the European country first now the people of that country lose their pride and respect for their leaders and are not as patriotic as they once were "why serve my country when they give it to others that don't deserve it" at the same time the muslims have no love for the country because it's not their mother land or their people, the country has now entered a downward slide, and the muslims could care less because after all they don't care for the customs and cultures or the people anyway. You will find this in any country,state or city that has more than one race, all races for the most part will seek out others like themselves(their own race and or religion)to associate with. Multiculturalism is a failure just look at all of the problems where this failed program has been pushed, England, France,Sweden and the list goes on.These facts are the truth and I pointed them out so now you will call me a racist for calling it how I see it and if you can't see this you are in denial for what ever reason and your children will pay the price.

My dear fellow immigrants, I do have some bad news for you as, no matter how good your Swedish is, it will never be good enough... you may have the most incredible vocabulary and be an ace when it comes to spelling, but if you don't have a "melodi", all is lost... they simply will pretent they don't understand what you are talking about and then repeat the very same thing you said, in EXACTLY the same way! Just because they can... So lets not even go there: ther fact is that immigration is a neccesseuty and is treated and seen as such..."integration" here is a big joke as you are constantly reminded that you are a foreigner. Even if your children are born in Sweden, their own kids will still be counted as "foreigners" -how is that for integration!!!
