Questions about residency

Can an English non citizen but permenant resident

can an english non citizen, but permanent resident move to sweden with any sort of visa..?
how about if his son is an english citizen?

Yes you can apply but like everyone outside the EU you must have a reason for the visa either family ties, to be a student, have a job offer or stat a business. Holding permanent residency in the UK unlike citizenship does not equate to simplified residency in Sweden. Your son if of adult age can more easily register his right of residency here if he fulfills certain requirements. See migrationsverket.se

The son doesn't have to be adult to exercise his right to freedom of movement. The European Court of Justice have already ruled that minors have exactly the same rights as adults.
