I applied for a residence permit for studies 2 days ago and received an email this morning saying that my "case has now been settled." Have yet to check with the embassy on whether it was approved or denied (missed embassy visa phone hours). This seems like an outrageously fast turnaround, should I be concerned?

If it has been settled then a decision has indeed been made. They do prioritise student permits in the summer months.

I applied for an extension for study, so it's a bit different from your case, but... My case was filed electrically on the 7th of June and was approved on the 21st. The immigration office usually prioritizes the first time student RP more than the extension, so I was really surprised. If your application package is complete, it won't take long.
