I looked at the prices here http://www.pitebo.se/ And it seems at least twice cheaper than 'average'. 1 room apartment 46 sqm 1760 kr. Why is it so cheap here? Is it the same all over in Norrland?

Nothing especially wrong with Piteå. The paper mill there gives off a rather unique odour, but apart from that. Pitebo is the local council owned property company, so their rents are likely lower than private renters.

I was up in Norrland last year and we went into the local ICA, was looking at the noticeboard while the mrs shopped and was so shocked to see a 2:a apartment selling for 20 000:-sek and an 1:a for 17 000:-

Don't let that lull you into a false sense of security...houses in Luleå often sell for 2 and 3 million!

Luleå is a shocker at the moment. It's almost cheaper to buy a villa in Luleå than it is to buy an apartment. And forget about trying to buy anything around Gällivare or Kiruna with the new big mines about to open.
