(edit title) Exchanging flats in Sweden Is there a law? Options

I'm possibly going to need to exchange flats to move. Is there a law stating that landlords are obliged to let you exchange, or is it at their discretion? I read somewhere that there is such a law, and if they refuse, then you can go to the rent tribunal (is this hyresgästföreningen?) to have them enforce it.

Any help much appreciated.

Rent tribunal is called hyresnämnden and is part of the Swedish courts. Hyresgästföreningen is just an interest organization.

The law simply says that you have the right to exchange flats if hyresnämnden approves. It states nothing about valid circumstances for when you have the right to exchange, only invalid circumstances.

So is there a link to some information about what a landlord can and cannot refuse, or any of the things it takes into consideration when assessing a case?

This is not written in the law, however, common reasons that are granted are new family members or new job in a different town. A common reason for refusal is that the landlord does not accept the new tenant (income, previous history, etc).
