Noise laws in Sweden

Help needed!

Hey guys I have lived in Sweden for 5 months now moved over to be with my girlfriend. Moving into an appartment from a house there are things you need to get used to I know and I do not mind odd noises or occasionaly being able to make out that someone has music on but I have a massive problem with the person living above us. We have put up with quite a lot of bs keeping our mouths shut for quite some time for at least 2 months there had been loud music played almost everyday and on into the night, the man seems to have kids that come over now and again and I put up with loud jumping noises when they are around no need to complain too much at that and then there is his cigarettes and ashes falling on our balcony quite often. I have been up a couple of times to ask politely for them to turn it down putting it down to their base being too high and ask for them to turn it down just a bit, this has been at times like 12-3 at night. I stopped going up cos it was still ongoing then have called the noise ordinance for the appartment for times like 2am, I think we have only called them 3 times in total and its been when its bad late at night.

Recently the music has not been on as much as it was but it seems to have gotten much louder when it does, my complaints are for all day now, it is just so damn loud for whatever time of day it is and I feel I can't relax or do much in my own home when putting up with it. I went up to complain about it being a bit too loud overall and if he would mind keeping it down just a bit as I could hear it over everything in my home to which I was greeted with ah so it is you who have called the men to my home and him being a bit argumentative eventually telling me he knows the laws, call the fucking police and to fuck off. Ever since he knows we have called the music has gone up even louder and now every footstep has turned into a stomp so he is trying to make as much noise as possible for me, eventually I will snap I can only be polite for so long. The landlord had put up a paper saying nobody was to be disturbed in their home a while back with noise especially at the hours of 9pm-10am I think. A call to the noise people they had said that they had many complaints before. I will be getting into contact with my landlord about it all but I think he will slither away unharmed as he seemed to have before. Can anyone tell me exactly what the LAW in sweden is on noise pollution and disturbance? I know in the UK you would eventually just get the police involved but I wanna be careful this dude seems like one mean sonofa don't want him to get off the hook and be even angrier with me. Today I managed to record what it is like, this has been the worst yet and my phone just picks it up and the windows were vibrating like mad, first half I have the window shut then I opened it. The phone doesn't do it justice usually it doesn't even pick it up but this was unbearably loud in person. I don't consider myself a whiny person but now this is all just driving me nuts. Any help would be appreciated

Contact the company or board that owns the flat - most places have zero tolerance rules after 10pm weeknights and a little later on weekends

My DH lived in a flat in Ljungby once where you were not even allowed to flush the toilet after 10pm - this was a lot of fun in the winter vomiting sickness season!

whatever you do, whomever you call try not to come up rude. just try to manipulate your way into. which is kind a late now, since the guy already hates you. but you could perhaps invite him for a beer, or maybe a dinner, be cool; you might even say to him that you are trying to find a common ground, fix the problem in a way that no one gets hard feelings and so on. i have experienced it a lot, but not from your standpoint but from dude's. and only way to fixing it beside moving away is to be cool, turn this negative situation into something positive. wish you the best of luck

I'm afraid this way is off the cards I have already tried to come over polite about this all, to me the way this guy behaves is just horrendously ignorant, he should be on a bottom floor not the top or just thrown out by now. I would not want this guy anywhere near my door he just seems like a criminal to me, unfortunatly just now we are living in Varberg in Stockholm at the moment and a lot of the people that live here treat the building like shit which I don't understand how you could spit and leave rubbish around your own hallways, mess with the front door so it doesn't lock at night. I swear I have walked in the front door at night and a group of kids start acting shifty and walk out like some deal was going down and a lookout outside whistling to them when I was on my way up tongue.gif Can't wait to move and in a year we will definitly be gone, just till then I would love to be able to relax in my own home. This past weekend we have put up with music till like 4am, biding my time to show the landlord the recording on monday and at 3.15am there is suddenly a lot of banging like 2 of them have hammersand are attacking the floor, I really don't understand these people. Hell I like to play my music loud so I can hear it and I'v already tested its loud in the apprtment but when I go outside to drop off trash I have listened and you cannot hear it through my frontdoor, unlike this guys where I could even hear it in my hallway.

The noise You are suffering is not acceptable unless it is a party and they have posted in advance a warning, but that is for 1-offs. There are a few things you can do, in sequence:
1. Talk to the neighbour, if that doesn't help...
2. Complain to the one you have rented from (landlord) ...if nothing is done...
3. Go to Hyresnämnden, they can make a decision that the landlord must do something about it.

Going to Hyresnämnden is a last resort but may be necessary, they can also make a decision that You are entitled to a lower rent during the period whilst the noise is disturbing you in the night wink.gif

Also, if you do not feel comfortable doing this, joing hyresgästförening, ask them to make the complaints for You, if I remember correctly they will smile.gif
