(edit title) Question about my personnummer Have received it without applying for migration?! Options

I have recently moved to Borlänge with my partner. He is Swedish and, having lived in the UK for 11 years previously, had to re-activate his personnummer. I went with him, not knowing at this time that I was supposed to register my right of residence/migration, was told to fill out a form and received my personnummer a few days later. Now I'm confused as I seem to have skipped a rather important step. I have contacted migrationsverket and am awaiting a reply, I thought in the meantime someone could shed some light on what has happened here??

I gather the rules have changed recently. When I came here almost 2 years ago, you had to visit Migrationsverket first, and then take the paper from them to Skatteverket where you apply for your personnummer. I believe nowadays you can go straight to Skatteverket.

I did the Migrationsverket (via the website) as I have an EU nationality, so just needed the right of residence. Once I had that, I had to go to Skatteverket for my personnummer, showing my contract for work and the right of residence.

It seems that the people at Skatteverket are also occasionally confused as to the rules, but the people who actually make the decisions seem to know what they're doing as they also often supply a reason for their decisions for each request. I got these per letter a few weeks later.

Skatteverket are a bit of a mystery to me. It took a total of five and a half months for me to receive my personal number.
Im a UK citizen and applied after registering with Migrationsverket.
I had a substantial amount of savings, (around £40K) fully comprehensive medical insurance and I was living at my girlfriends apartment.
I was refused a personal number because I had no Health insurance. In the end I had to speak to the British embassy, who were the only people that explained I needed an S1 form from the NHS (nobody at Skatteverket knew this)
So I waited for the form and applied again.
This time I was told that I needed a job and that my savings weren't enough!
So i called and explained that they were more than sufficient (I was told in the Stockholm Skatteverket that I needed at least 21K Euro)
Then I was told that the dates on my S1 were incorrect (The person was reading the date format incorrectly)
Then I was told that I needed to be on the door (Registered at a property) I was lucky enough to have just moved in to a new apartment in Gothenburg and was on the door.
Finally after nearly 6 months I was granted a personal number. Now I have a full time job and bank account.
I could have applied for a Sambo permit (which makes things a lot easier) But I wanted to be here off my own back, instead of having interviews with a migration officer about my personal relationship.

So my theory is that Skatteverket staff need a serious amount of training and a basic handbook explaining what is needed, so that they can hand it out to EU citizens that want to live here.

My advice to anyone applying for a personal number, is KEEP TRYING!
Swedish government services, don't communicate very well with each other and the people working in them are pretty hit and miss.

I went back to Skatteverket and they said that I shouldn't have received my personnummber before confirming my right of residence, even though they were the ones who gave it to me (they said I had broken the rules)!! Still waiting to here from Migrationsverket!

Skatteverket should have actually refused to give you a real personnummer, the change in rules not so long ago was that when you apply you can also give them permission to check with Migrationsverket about Your right to reside.

You did nothing wrong ...they didn't follow the process at all ...probably just looking for good processing time statistics!

Hate to dig up such an old thread but searching through the forum, this seemed like the most appropriate and most recent example of a similar story to mine.

Basically, I received my personnummer last week, but also have never registered my right to reside here (as far as I know?!). I am seeking to clarify, does being on the Swedish population register mean that I have the right to live here and don't need to talk to Migrationsverket, or do I need to get my arse in to gear and go see them quickly so I don't get kicked out of the country and lose my job?

If anyone can shed any light on this I would be chuffed to hear it, especially since ironically now that I have a job, its bloody hard for me to go to the Migrationsverket office and ask these questions there!
