Hi everyone,
Please I need some advise on the following matter. I've got a valid work and resident permit in Sweden. I registered with Arbetsformedlingen and was given a paper called insteg jobb. Now two companies are willing to employ me. But I just found out from my Handlägare that am not entitled to insteg jobb probably because of my type of visa (uppehålls-och arbetstillstånd ) Beslutsklass:CG. Does anyone know something about the rules regarding this In-steg jobb. Appreciate our comments. Thanks |

It is confusing. It has always depended on you visa class however new rules as per their website begin February first. I call Arbets yesterday they knew of no rule change. My limited understanding most who are refugees are eligible, people from EU not, Sambo visa yes. English edition on website says only you must be attending SFI and resident permit within last 36 months. If you hear more please post.

If you go to their web site it says ANYONE who has a resident permit within 36 months. This however is to me in doubt.

According to the fact sheet on Arbetsförmedlings website the rules are that you must:
- have been granted a residence permit or card in the last 36 months - be a NON-EU citizen (EU citizens are not eligible) - be over 20 years of age - be registered with Arbetsförmedling QUOTE Vem kan anställas med instegsjobb?
Särskilt anställningsstöd i form av instegsjobb avser vissa nyanlända invandrare med uppehållstillstånd som inte är äldre än 36 månader. Detsamma gäller dem som har uppehållskort i egenskap av familjemedlemmar till en EU/EES-medborgare. En EU/EES-medborgare kan inte få instegsjobb. Step-in jobs - an opportunity for employers and new immigrants
Newcomers skills are partly untapped source of knowledge and experience. Step-in jobs based on the idea that the skills more quickly to become available. To obtain an entry-level jobs is also an opportunity for newcomers to quickly learn the language. Anyone who received a residence permit during the past 36 months may have an entry level job for the longest 24 months. A decision may be taken for six months at a time. An entry-level job means a subsidized employment. Any employer who employs a newly arrived immigrants can receive 80 percent of their salary in contributions, but maximum 800 per day. The position will be linked to the Swedish for immigrants, SFI, so that the employee may combine theory with practical language training, a job means. The job can be full time, part time, permanent employment, probationary or temporary employment. As an employer, you must present a plan for how the tutorial will be conducted in order to get a designated with entry-level jobs. No additional costs reimbursed. From website |

Thanks Puffin but still some confusion. I fit those requirements but did not qualify due to visa class, am from U.S.A., However these may be the new rules that the person I spoke with new nothing about.

The problem here is that the Factsheet for jobseekers actual says something slightly different! The one you linked to seems more explicit that EU citizens cannot avail of Instegsjobb where as the jobseekers one that I've linked below says that but it also specifies that Instegsjobbs are for refugees and those that were awarded uppehållstillstånd on the basis of Chapter 5, Paragraphs 3 and 3a of Utlänningslagens (2005:716) which cover special ties and / or sambo relationships and doesn't distinguish between EU and non-EU nationals. And just one other thing: I had the "fortune" to have to attend one of these group meetings for young jobseekers last month. Afterwards my sambo briefly spoke to one of the handläggare who was running the meeting and asked her whether nationality was a factor or whether your / residency status was the main factor and she said that nationality was irrelevant. However, it is Arbetsformedlingen so yeah, different answers should be expected from different people!

Thanks StephenR, I was refused the insteg jobb program for the reason you demonstrated and was as a non refugee or sambo. I truly wonder sometimes if they just drink coffee, smoke cigarettes and play with peoples minds at Arbetsföemedelingen.

You must try their Self-employment program. Arranged a meeting. Meet with three of their specialists each with a grand presentation of what they could do to help budding entrepreneurs I was duly impressed. I filled out the numerous forms and wrote a detailed business plan. I submitted these and waited. After numerous calls and emails a got another meeting. Great plan I was told. The next step I was informed would be an evaluation from an independent consultant. Independent I suppose to spend more money and distribute responsibility. This meeting took a month to arrange. The meeting went really well. The consultant would submit his evaluation soon within a few weeks as he was busy. The one page review was sent to Arbets. I called and emailed and called and emailed very politely. After nearly three months I insisted upon a meeting. I was told I had a great review a great plan and my handler loved it. However at this time Atbetsfömedelingen has no funds for new applicants for this program. Elapsed time more than five months. .

Det gäller inte heller för en utlänning som har ett giltigt uppehållstillstånd eller som inom tre månader från ankomsten till Sverige har ansökt om ett sådant tillstånd. Puffin: Thanks for that, though I'm still a little confused - probably because I'm relying on Google Translate! Maybe I've missed it but all of the highlighted text talks about EU citizens in the context of uppehållsrätt, not uppehållstillstånd which is the basis that I'm living in Sweden. Maybe I'm missing something and maybe it's not even relevant, but just wanted to see if you could clarify a bit.

Eu members are not entiteled to insteg, that's considered unfair competition to local swedes and hence illegal.
