I don't think the changes will equate to much appart from trying to draw attention away from the failure of government to deal with the issue.

As a side note: We are members of Hyresgastforeningen.se but have seldom had to use them. When we have felt we did require their services we were darn glad we had them.

On the other hand for owners house prices will likely tumble in buy-to-let areas and monthly fees will likely increase as many areas become blighted as Buy to let which are rarely maintained to the same standards as owner occupied

But if we are completely honest about the situation, it has to be mostly the issue of stockholm flats that is causing this discussion to be re-ignited. While other smaller cities may have problems, I really think its the Stockholm flat market which is the real instigator.
And based on the rapid growth of Stockholm and increased foreign professionals moving to this city, its only going to drive up prices. And who says that even if the flats could be rented easier that there is enough accommodation to deal with the influx from countryside bumpkins and peasants along with foreign professionals? And that for me I believe is the big issue ... there just is not enough new builds in desirable areas at prices people want to pay for. The city holds an allure for many ... but only the richest will be able to afford it. But thats a free market. |

Exactly.
This can be seen in the additional, what looks like positive change for sub-let tenants, where the proposal includes a special change so that regardless of how long the original signed contract for sub-letting, the tenant can give notice today to exit the contract by the end of the next month. ie. they can just quit with around 1 months notice, with no penalty. This would on 1st hand appear to be positive for renters, and a little bit unsettling for the owner as there is a built in uncertainty if sub-letting. It is a sign that the originators of the proposal are working with the principle that there will be a continued high demand for rented apartments. ie. More demand than supply, as today. Demand > Supply = Higher Price. |
