question regarding renting Andrahand, when you get the landlord approval and sign the contract with second renting guy, is it possible for him to start electricity and internet by his own ? any English andrahand contract ? what can I add in the contract ?

It depends what is in the contract has included in the rent, since some contracts include electricity and/or broadband costs.

If there is no restriction in the contract, then Yes they can, they just cancel the current electricity agreement and select a new supplier. For broadband, it is the person that has the agreement, not the
property in most cases, so in theory yes to that also, since they will be responsible for the total cost.

If they enter into binding agreements that extend past the renting period, then the debt to cancel will
belong to that rentor, not the 1st hand-contract owner.

do you mean if they subscribed for internet and electricity I have no responsibility in case they didn't pay ?

Exactly, becuase the agreement is with the person, not the apartment.

If you rent out the apartment, and they do those things, they have to put it in their own name and personal-number.

It is wise to include in the contract that they should provide copies of any agreements for such things like electricity and/or internet connections if it effects the apartment itself eg. change of electricity provider.

You get those copies, so that upon expected return You can contact electricity company and swap back to Your agreement/cancel theirs. Same if there is a fixed internet connection installed. Just get a copy so You can cancel it, or inform them the person moved.
