Hej, I am really confused are we need to register sambo somewhere in skatteverket may be if someone is not a EU citizen and he / she need visa on bases of his / her gf or bf?

Your question is unclear to me. Normally a non EU resident applies for a sambo visa from their home country with migrationsverket. Are you in Sweden on another type of visa and looking change to a sambo one?

You have to do it online through the migration board website. There, you have to key in information about yourself, your family and your spouse and her family. In the end of the application, you have to attach a photo of the person who is applying for the residency, certificate showing he/she is not married, and photo of you together.After 2/3 months. a memeber of embassy will call you in person to ask you/her about the relationship , they will aslo ask you to do biometrics and finger prints since you are not an EU. Afterwards, wait for a month or two...best of luck

There is no registration of being sambo, as such. Just get personbevis for both of you, and make sure both has the same correct address.
