When they are having their parties on the balcony, open a couple of cans of surströmming and put them out on your balcony.

Tell your neighbour that you'll be playing loud music during the day when she sleeps. It's childish but she'll get the message eventually.

Theres no excuse for the BRF to basically ignore your complaint. As with many lazy, incompetent idiots, put everything in writing, make notes and when face to face, be very forceful, but in a professional manner. Let the idiot know in very clear terms that they must deal with it. Sometimes you have to be proactive and in this case put a note through everyone's post box stating the situation and to contact the BRF to complain. Use Google translate and get a Swedish friend to check it.
In combination, I would warn the noisy neighbour what you plan to do and the consequences if they don't toe the line. I would in this instance be quite aggressive vocally and if necessary make them think you have a screw loose...so they think you might hurt them, which of course you won't do. Another course of action you might want to consider as a last resort is to leave your music on loud and go away for the weekend. Maybe there is a fuse box/electricity room in the basement where you could physically disconnect their power should continue. When people are unreasonable, I believe that you have the right to be unreasonable as well within reason should the normal routes fail. It seems very strange that there is no name on the apartment... maybe illegal 2nd hand contract etc. Good luck! |

As much as I would love to leave my music blaring during the day, we do have other neighbours and we, at least, are considerate people!!!
I work with dogs and sometimes have other peoples' dogs at home overnight - they can get very upset at the noise going on all night and we have considered going up to complain with a pissed off Rottweiler. I do love the surströmming idea! I may even attempt to lob some up onto their balcony. |

Do as I suggested with regards 1. Complain direct to the noisy ones, if it continues, 2. Complain in writting etc... to BRF board.
If the BRF board continues to be passive, remind them that it is possible for 1 member of the BRF to take this to the Court, when the BRF board is passive, and they may become liable to pay You compensation as part of the judgement, as well as force a sale of the offending noise makers apartment. However, if You end up in the position to take it to court yourself, you must make sure you have the diary of events, communications with BRF, and other tenants must be willing to testify that the noise is a problem. The BRF should act, since the current tenant has most likely broken the rules of the BRF, and if they do not enforce this rule ... why should any member respect any of the rules ...eg. renting 2nd hand etc.. |

Thanks Yorkshireman, I think we will put polite but ever so slightly irate notes through the doors of the offenders, and talk to the BRF guy again on Tuesday. Everyone is just absolutely taking the piss now and I'm sick of not sleeping! I really hope it doesn't get as far as court, we don't need the hassle, but we also don't need the stress of living here. It's exhausting.
