Jobs agency tapped for greater integration role

The Swedish agency primarily tasked with helping unemployed people find jobs will assume a greater responsibility for implementing Sweden’s integration policies, according to a new government proposal.

The bill, to be presented on Thursday, comes despite a new study showing the Sweden’s National Public Employment Agency (Arbetsförmedlingen) has so far failed in its efforts to assist newly arrived immigrants.

Government officials speak about the proposal as marking a systemic shift in Swedish integration policy, the Svenska Dagbladet (SvD) newspaper reports.

To a large extent, the proposal entails the state, via Arbetsförmedlingen, taking over much of the responsibility which currently rests with Sweden’s 290 municipalities.

The government believes it’s important to get immigrants into the job market, something which it hopes will happen more effectively with assistance from the employment agency in the form of coaching and training.

The proposal calls for the assistance to be offered as soon as an immigrant is granted residency in Sweden.

But an investigation carried out by the Swedish Association of Local Authorities and Regions (SALAR), an association which represents the country's municipalities, gives Arbetsförmedlingen a failing grade when it comes to the efforts made so far on behalf of immigrants.

The study, which is also to be presented on Thursday, shows that nine of ten newly arrived immigrants registered with the jobs agency last year didn’t receive any support at all. By the definition used in the study, “newly arrived” refers to people who came to Sweden in the last three years.

SALAR’s study also revealed problems with Arbetsförmedlingen’s treatment of immigrants when it came to gender equity.

According to the association’s findings, the employment agency offered assistance to newly arrived immigrant men twice as often as it helped women immigrants.

I have classmates in SAS-B who practically speak flawless Swedish who have been told by Arbetsf?dlingen that they should go door to door to companies in order to get work. Also when they get a job to let Arbetsf?dlingen know they found a job.

Not sure that's the way it's supposed to work, since in SFI we were told differently.

Don't you have any (good) native English speakers on your staff who can check the standard and style of the language used in your articles? They always read like awkward, self conscious translations from the Swedish and use words and expressions that would never see the light of day in the English press.

And what does the (current) headline mean? "Swedish agency tapped..."

@Pont-y-garreg That is a native English expression. Tapped usually means "chosen". Why they chose to use that word I have no idea because it indicates that there's a choice between one or more people/agencies.

The bill addresses something that Arbetsf?dlingen should have been doing in the first place. I think a better headline would read "Proposal to force jobs agency into greater integration role" or something along those lines.

It's about time somebody did something, because if you happen to have an Islamic name in Sweden (as is the case with most immigrants into Sweden) the chances of you being continually unemployed for the first six years is approximately 45%. Even then there is a substantial pay disparity between Swedes and Muslim Immigrants, as most Muslims are forced to take lower paying vacancies regardless of qualification or experience.

I don't think it's just muslims who are getting lower pay than swedes. I noticed on the forums people mentioning that they've been paid less for their work. I think in most countries they seem to always take advantage of the immigrants and tend to pay them less than country's born citizens.

HAHAHAHAHAHAHAHA I've been dealing with Arbetsf?dlingen now for a couple of weeks, bloody useless is all I can say. I have a job lined up, but need to get into instegsjobb, so now i'm being stalled by Arbetsf?dlingen running from one department to another gathering letters and documents. They were nice enough to set up an interview for me, mid January lol. By the time I get this sorted the job will be gone :( The excuse i received was they were very busy and it's nearly Christmas so people are going on holidays! Beats me how they can be so busy if it's so hard to get into instegsjobb who are they so busy with?

Arbetsf?dlingen are a bunch of idiots, they wouldnt be able to find their own butthole with a flashlight and a map... leave alone finding jobs for people.

I have visited a couple of their centers in Stockholm, and i am always amazed at the "work" they do.. talking to some of them makes me try to calculate how big a moron a person has to be before they am apply for a job at AF.

This may sound racist (but is not.. keep in mind I'm not a swede myself) but the Swedes working at AF are actually helpful at times, the "integrated ones" are morons of the highest order.

They dont really help you find work, but when you get a job you call them and they take credit for it in their "reports". Fantastic system really.

AMS is a wonderful institution, its just that they need to reengineer to become a little more effective. Its great that you governments that perform here in Sweden, they mostly get the job done.

The reason for immigration, so we're told, is that immigrants do the jobs that Swedes won't do.

If the chances of muslim immigrants being continually unemployed for the first six years is approximately 45% then muslim immigrants really aren't needed in Sweden and they should just leave the country.

It's obvious that the job vacancies are being filled by Swedes or non-muslim immigrants.

But to get a job you need to have contacts (strong relation preferrably a Swede in the organisation already) and (apparently flawlless) Swedish.

When I arrived 14 odd years ago they weren't even willing to register me in the computers at Arbetsformedlingen. I had to say that I would sit there until __ froze over and be pushy before they even added me to the system. But they finally did it. I'm an American of mixed European ancestry. When I first came to Sweden I had my fathers Spanish last name and I could not get a job for two years. Then my mother came to visit me in Sweden, I added her more Germanic English maiden family name to my current name and low and behold I got a job finally during the next month after I changed my name. My fathers name is my middle name now and I feel like I have to still hide it a bit behind my mothers name to even get a chance at a job. It helps to learn Swedish fluently yes but it is NOT impossible to find a job without speaking Swedish fluently. I am living proof of this. I can understand it, read it and even translate it but I am useless at speaking it. But I haven't been continuously employed (usually 2-7 months between jobs) and I haven't had a permanent job for 6 years but I know a lot of Swedes who have had this problem too. The government ALSO needs to be stricter about pushing companies to hire people permanently and not abuse temp jobs and/or limit hiring consultants for everything. I have a Swedish friend who has a masters degree in a particular science field and she hasn't had a permanent job in about 8-9 years now. There is also a lot of age discrimination which is a whole other story. I am in my 40's and I am always very afraid to tell a Swedish employer how old I am. I work in the IT field and everyone is expected to look young, think young, be young and hip and be good at what you do. Thanks to my Dad's genes I look about 7 years younger then I actually am but my personal number gives it away. :-( I can't complain about the salary I have made over the years. I have gotten more then some programmers at times. There have been a few times where I have made less then the Swedes I have worked with but this was usually when the boss hired friends or pretty and younger girls. I guess I have been lucky in that respect. But I have noticed at Swedish companies that when times get bad its often the foreigners and immigrants who suffer and are let go first and it often doesn't matter if they have been with the company longer then say a Swedish employee. I think this is very unfair.

What do you guys expect from Arebetsformedling? You get you a job or fix you somewhere in Sweden? That is your lunatic dream! Like other job agencies Arbetsformedling helps you meet the potential employers and that is how you can fix yourself, not to be fixed. I think you guys have too high expectations that they can fix you right? If you think that way, then you though wrong! Think once again and fix yourselves.
