Press subsidies should continue although with certain clarifications and changes, according to proposals in the report "Diversity and Reach", which was presented to the culture minister Leif Pagrotsky on Tuesday.

Support, as before, ought to be distributed primarily to regional and national newspapers which are published often, said the report. But special investment is needed to help papers which come out less regularly or with smaller circulations. An example given by the report was papers aimed at foreigners.

Special subsidies should also be introduced for Saturday free papers.

The report argued that the reduced tax (moms) on papers should remain in place.

Press subsidies have always been justified by people's demand for information, and that demand remains today, said the inquiry, which was lead by Sören Thunell.
