The decision was made by prosecutor Nils Lundberg on Friday afternoon after interviews with the man.
The investigation is still ongoing, but the case against the man has weakened considerably.
The matter began on Wednesday night a woman in her 40s called police, saying that she had been raped at gunpoint by the man.
According to the woman, he had held her hostage in his apartment.
Police circled the building. After two and a half hours the man voluntarily emerged from the property.
No weapon has been found in the apartment, according to police. The woman was taken to hospital for examination after the incident, but is now said to be back home.
