The men have been detained on suspicion of assisting attempted murder and attempted murder respectively, according to Torbjörn Lindqvist at Östgötaland police.
The shooting occurred outside a pre-school in the residential neighbourhood of Brånnestad in Norrköping on Friday afternoon.
When police arrived at the scene they found neither the suspected gunmen nor the victim, who is reported to be in his twenties.
The man however turned up at Vrinnevis hospital later on Friday evening and has been treated for gunshot wounds to his arm.
Police have confirmed that the man has had contact with them before. The shooting has been classified as attempted murder.
“But I can’t say in which context,” said Irja Elgefjord at Norrköping police to the TT news agency.
It remained unclear on Saturday just how many shots had been fired, but some witnesses have indicated that there were several.
According to a council statement, there were seven children and two staff at the preschool at the time but none saw or heard the shots.
