What skills?
If like in the picture it is car assembly line skills, then you should question why any employer would want to place manufacturing in Sweden? When employer social charges are at 31.42%, Trade Union influence quite strong, tends to point towards a few things like heavily subsidized by our taxes (directly or indirectly), wage dumped foreigners, and that the product itself is much more expensive than it needs to be.

Are they immigrant "workers" or high-level executives setting up production facilities for Chinese labour???

They are skilled engineers, mainly in the automotive sector. The sector that Europe is slowly losing.

Skilled engineers in the british automotive industry? No one has taken the brittish automotive industry seriously since the 1970s.

It depends on what skills a country lacks! A lot of Americans and Europeans work in India in managerial positions today - obviously they will work in India only if the salary levels match or exceed what they can get in their own country.

Likewise, India exports software & other engineers by the thousands and a lot of unskilled / medium skilled labor too to many countries.

Japan is one of the only advanced economies who didnt open up to immigration early enough and now facing a demographic disaster is slowly opening up to immigration.

Demographic disaster...what you mean that Japanese people predominantly inhabit Japan? Horrors!
