Residence permit for Doctoral Studies

Stuck in an absurd scenario

I am a Ph.D student at KTH. I moved to Stockholm in December, 2017 and the first contract given to me was that of a Visiting Researcher. In June 2018, I got my Ph.D contract and applied for a Residence Permit for Doctoral studies and I still haven’t gotten any decision from Migrationsverket. My case officer tells that the Swedish security services (SäPo) have asked for a screening and Migrationsverket cannot do anything until they get some reply from them. So now I am stuck here because my first residence permit has expired and I am not getting any decision from the Migrationsverket. It is really strange for me because I had lived in Germany 3 years for my Master’s prior to moving here. I have never had any problem regarding my visa or residence permit before.

Since my first permit was less than one year, so I wasn't eligible for a Personal number and I have been living here with a coordination number. I am married and I wanted to bring my wife here but apparently I cannot even send an invitation to her for visiting me because I do not have a personal number.

I am stuck in this absurd situation and have no idea what is going on or what to do. Has anyone else experienced anything similar before? Or knows someone who had to go through something like this? Any kind of help/suggestion would be appreciated.

I have unfortunately a lot of experience in that regard (migrationsverket, f-kassan, universities, etc.). You are just scratching the surface of the dysfunction of Sweden. I would suggest that you get out of Sweden and bring your skills to a civilised country (you mentioned your experience in Germany). It will be more rewarding and less pain in the lower back at every step.
