The Homeguard is basicly guys with a full infantry gear at home with the purpose to rapidly form combat units on a local level, and protect certain obects that gets sensetive in a time of conflict, like roadbases, mobilization storages and so on.

As Sweden builds its armed forces around conscripts that would need to be mobilized in order to form an organized military (about 700.000 during the cold-war), there is a need for a force that can be activated rapidly to protect the mobilization process (wich would take 2 weeks).

Anyone over 18 can join the Homeguard (again; crime record), even immigrants with citizenship i believe (after being looked at by SÄPO i would bet).
During the cold-war they could mobilize 100.000 people.
I don't remember the numbers nowdays, perhaps half.
