Comprehensive Health Insurance for Personnumber

Insurance claimed not to be comprehensive

I'm an EU national and I applied for a person number under the "self-sufficient" rules. I have Cigna Global Gold insurance with 0 deductible, a $2M USD annual benefit limit and outpatient coverage. Skatteverket requested more information about the insurance via mail; I submitted all policy documents via email. After asking whether this complied with the requirements, I was told via email that this policy didn't constitute comprehensive health insurance.

Cigna confirms that other customers have been successful with the same insurance. Has anyone had a similar experience? Has anyone successfully applied for a person number with private insurance? What provider and what plan did you use?
