Well people are certainly moving to Ume?, were I'm living, there's a bit of a lack of housing here at the moment; my flat has doubled in price since I bought it 3 years ago!

Perhaps attend a arbetsmarknadsm?ssa at Ume? university, though looking at the website of the one I know of, http://www.uniaden.com/ it occurred 3 months ago.
