New York City is doing percentages now and closing/restricting as they deem correct...our schools are shut because of percentages...

Seems like a plausible way to do things...

Perhaps...or perhaps not. Is a heat-wave only a heat-wave when you know which percentage of days weren't in a heat-wave?

Can you only tell where a tree is in the forest, by the percentage of empty space? Maybe if I make simplistic analogies you will finally be up to the task?
