I file my US tax return every year. This year, I actually got a bit of a refund but the IRS did not allow me to have a direct debit, even though the Social Security Administration does direct debit for my pension. I bank with Handelsbanken and, fortunately, my refund check arrived before the 31st of March, which was the last day Handelsbanken would accept a dollar check. My bank manager told me this was Swedish policy, even with a check from the US Government. I now have another check from the IRS which should arrive soon. Has anybody faced this problem? Will any other Swedish bank accept the check if I open up an account with them?
This is why Americans should not close all of their US accounts when they move abroad. It's easy to cash a check via an app if you have a US bank account, and between impossible and inconvenient to do it without one.
Maybe there are still Swedish banks that will cash the check for a fee, but I don't know of any.
If you're comfortable lying about your address (and saying you live somewhere in the US), you might be able to sign up for a Paypal Cash Account and deposit through that:

It would help if you have a close friend or relative in the US who will loan you an address and US phone number. Or you could mail your check back to someone in the US and have them cash it for you and transfer the money.

Many banks in EU countries can cash a US check, I just got a US Treasury check deposited on my french bank. Swedish banks also accept wire transfers from the US
