Just published a blog post giving an overview of buying an apartment in Sweden: starting with getting a lånlöfte and a brief intro to Hemnet (housing aggregation site).

Thank you, very useful! I have just moved back into Sweden a couple of weeks back on a 2 year work permit, after an earlier work stint here of an year and a half.

I am thinking of buying an apartment only if & when I get my PUT, given the uncertainties around work permit extensions these days.

But are there any rules that prevent me from buying one earlier? I guess only loan may be an issue as the banks may not be willing to, but I guess I can still buy one if I fund it myself?

As long as you have a PNO, a high enough income and enough money saved - that seemed to be all the banks cared about. (they don't ask about residence permit, or how many months/years you have left on it)
