Message to Psychiatric Clinic: Whatever therapy you have been using is not working. The next time you release him to the public he will kill someone. Do not let this fellow out of solitary confinement.....EVER.
And, I would keep a TASER handy at all times.
He should have been heavily medicated, with possibly a slow reduction in the dose until some first MILD signs of aggression re-surfaced.
The health care workers have a right to work in a safe environment.

In some cultures, it's okay to hack away. Yes, Swedes, please, be sure to liberalize your immigration laws even more, so that you have a proper balance of Swedes and machette-wielding wackos. This will show that Sweden truly loves multi-culturalism and is a welcoming place for all such wackos.
Does Sweden have its fair share of terrorists? Perhaps France could send to you a few.
