Swedish Migration Agency: We underestimated effect of work permit salary threshold

Sweden's Migration Agency has lowered its forecast for the number of first-time work permit applications after a 'downward trend' due in part to the 'underestimated' effects of the work permit salary threshold and the economic situation.

Something I don't think I quite understand. Is the threshold of ~35k kronor before or after taxes are taken out?
  • Before tax. The median salary is 35,600 kronor a month and the work permit salary threshold is currently 28,480 kronor (again before tax).
